Project Overview The Arizona Department of Economic Security (ADES), Division of Benefits and Medical Eligibility (DBME), is seeking consulting support to improve the Supplemental Nutrition Assistance Program (SNAP) Payment Error Rate (PER) through targeted policy review, operational improvement, and performance optimization.
The selected vendor will provide advisory support across three key workstreams: policy and regulatory analysis, workflow and process redesign, and workshops with metrics-driven improvement. The engagement is milestone-based and requires strong governance, quality assurance, and delivery oversight.
Mandatory Requirement Minimum 10+ years of total professional experience with:
5+ years directly supporting SNAP policy, eligibility, quality control, or program integrity functions
3+ years advising leadership on policy interpretation, simplification, or compliance improvements
Demonstrated direct working knowledge of federal SNAP regulations and state-level implementation practices, including eligibility determination and error rate drivers
Proven experience performing policy analysis and quality control reviews, including identifying gaps that impact compliance, accuracy, and administrative error
Experience supporting or leading initiatives related to SNAP Payment Error Rate (PER), quality control remediation, or compliance improvement
Strong experience in translating complex federal and state regulations into clear operational or procedural guidance
Demonstrated ability to perform root-cause analysis of error drivers, including policy misinterpretation, process gaps, or documentation issues
Experience preparing detailed findings, recommendations, and policy improvement strategies for executive or program leadership
Must have experience working in or with state government human services agencies or public-benefits programs
Must not be limited to:
General compliance roles without SNAP or benefits experience
Healthcare-only compliance backgrounds without eligibility exposure
Caseworker-only experience without policy or QC leadership
Job Description Serve as the primary subject matter expert for SNAP policy, quality control, and regulatory alignment, supporting ADES in improving program accuracy and compliance
Lead execution of Policy Review and Gap Analysis activities, including comprehensive review of federal and state SNAP policies and procedures
Analyze current policies to identify:
Opportunities for policy simplification and streamlining
Misalignments between federal requirements and state implementation
Policy-driven contributors to SNAP error rates
Evaluate federal options and state flexibilities, translating complex regulatory requirements into clear, actionable procedural guidance
Provide critical analysis of existing policies and quality control processes, challenging legacy approaches that may hinder compliance or performance
Support development of policy-related deliverables, including:
Detailed findings on federal/state alignment
Recommendations for process and policy improvements
Documentation supporting improved Quality Control (QC) outcomes
Collaborate with the Engagement Lead and Process Improvement Lead to ensure policy recommendations align with operational workflows and implementation feasibility
Contribute to evidence-based insights, integrating policy findings with qualitative feedback and performance data collected during the engagement
Participate in stakeholder discussions and workshops, providing subject matter expertise to leadership, program managers, and operational staff

Ability to translate complex regulations into practical, operational guidance for frontline and supervisory staff
Experience developing policy recommendations and advisory deliverables that are actionable and aligned with program goals
Familiarity with quality assurance and program integrity practices, including QC review processes and audit considerations
Ability to work collaboratively across teams, ensuring alignment between policy, operations, and process improvement efforts
Strong written and verbal communication skills, particularly in developing reports, findings, and executive summaries
Preferred experience includes:
Former SNAP policy manager, QC manager, or program integrity lead
Experience supporting multiple states or large-scale human services programs
Advanced degree or background in policy, law, or public administration
Education Bachelor's degree required in Public Policy, Public Administration, Social Work, Law, Business, or a related field
Advanced degree such as JD, MPA, MPP, or MSW preferred
