Main Purpose of Job To represent Maryland Department of Labor MD Labor within the Division of Workforce Development and Adult Learning DWDAL for the Correctional Education CE Special Education program. To provide services to students with disabilities who attend a CE school located within the Maryland Department of Public Safety and Correctional Services DPSCS facilities. To report to MD Labor headquarters in Baltimore MD. The Licensed Certified Social Worker - Clinical LCSW-C will work primarily with the CE Special Education Coordinator the CE Special Education related service providers the CE Special Education Teachers/Case Managers the CE school principals and the CE Special Education Data Manager/Individual Education Program IEP Specialist. This individual will provide the following services for students on their caseload primarily ages 18 to 21: Representation at child-find, amendment, annual and triennial IEP and 504 meetings if the individual has provided counseling services, conducted in-person student observations and/or informal assessments and/or collaborated with the Special Education Teacher/Case Manager in regard to the needs of the student. The LCSW-C will complete assigned documentation on the Maryland Online IEP MOIEP system to uphold the Individuals with Disabilities Education Act IDEA, the Code of Maryland Regulations COMAR, and the Maryland State Department of Education MSDE guidelines. This individual will maintain strict confidentiality of students' records in accordance with policies outlined by IDEA, COMAR, MSDE, MD Labor CE, Family Educational Rights and Privacy Act FERPA, and Health Insurance Portability and Accountability Act HIPAA.

POSITION DUTIES Duties of this position includes but are not limited to:

IEP Related Services Implementation

  • Provide quality and timely in-person counseling services in accordance with students IEP goals, objectives and related service hours
  • Provide ones own transportation for travel to and from ones assigned CE schools on a monthly and/or bi-weekly basis
  • Bi-weekly document the time, date and content of students counseling sessions on MOIEP and Good related service provider tracking document
  • Triennially complete students IEP Progress Reports based on their goals
  • Consult with the students IEP Progress Reports based on their goals
  • Consult with the students teachers, related service providers and parent/guardian to discuss the students growth, struggles and needs as they relate to counseling goals

IEP Meeting and 504 Plan Participation

  • Attend child-find, IEP and 504 Plan meetings at assigned schools to assist in student eligibility, program planning and revision of documents
  • Conduct consultation sessions with students' teachers, parent/guardian, related service providers, DPSCS case managers, and/or the Special Education Coordinator as part of the student's interdisciplinary team
  • Use a wide range of resources and measurements to conduct in-person informal assessments and observations to determine students' need for services and provide the results in a clear and organized comprehensive assessment report
  • Interpret and discuss the treatment recommendations at a students' child-find, IEP or 504 Plan meeting as reflected in the comprehensive assessment report
  • Write MOIEP present levels of academic achievement and functional present levels of academic achievement and functional performance PLAAFPs based on the comprehensive assessment report and if applicable identify goals, objectives, supplementary aids and related services
  • Document on MOIEP contact made to students' parent/guardian and the time, date and content

Communication and Collaboration

  • Communicate with the Special Education Coordinator if absences or delays are expected in regard to work attendance, field visits or paperwork. An email, phone call and/or text is to be sent prior to the absence or delay
  • Communicate with the school principal and Special Education Teacher with a minimum of 1 week advance notice to conduct informal assessments and/or observations, attend IEP or 504 Plan meetings, conduct counseling sessions and/or collaborate with staff
  • Attend professional development that is hosted by CE and the CE Special Education program
  • Maintain a daily Google Calendar of one's scheduled events due to the Special Education Coordinator by the last day of the work week for the following week
  • Collaborate with the Special Education Coordinator to provide ideas and resources for CE staff professional development in relation to counseling and social work related services

MINIMUM QUALIFICATIONS Education

  • Determined by the State Board of Social Work Examiners under the licensing requirements for Social Workers.

Experience

  • Two years of experience providing clinical and therapeutic social work services through the application of the principles, methods and procedures of professional social work to clients requiring rehabilitative counseling. Note: Candidates may substitute U.S. Armed Forces military service experience at the rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in Social Science, Psychology or Welfare fields of work for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  1. One (1) year of experience counseling students within a school setting between the ages of 14 - 21.
  2. One (1) year of experience collaborating with various professionals on a multidisciplinary team to develop IEPs and/or 504 Plans.
  3. One (1) year of experience collaborating with co-workers to provide professional development for employees.

LICENSES REGISTRATIONS AND CERTIFICATIONS

  1. Employees are required to be licensed as a Certified Social Worker or Certified Social Worker-Clinical by the State Board of Social Work Examiners prior to appointment to a position in State service. Applicants who do not have a license may also apply pending receipt of the required license. When the license is obtained submit a copy to the hiring department.
  2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

  1. Employees are required to meet mandatory standards for continuing education as determined by the hiring department. Employees who fail to obtain the required continuing education credits shall be subject to disciplinary action including demotion, suspension and dismissal.

BENEFITS Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week or on average 130 hours per month, may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
