Summary
The South Carolina Department of Social Services (DSS) is seeking a Software Architect - Consultant to serve as a Lead Software Architect supporting PACSS, SC New Hire, and the Child Support Client Portal. The role will lead requirements, functional design, SDLC activities, testing, and coordination among developers, business analysts, testers, contractors, and DSS stakeholders.
Job Responsibilities
Responsibilities:
- Lead requirements validation, functional design, development, and system testing.
- Develop and maintain knowledge of PACSS functional requirements and architecture.
- Identify requirements for SC New Hire and Child Support Client Portal applications.
- Lead business analysts, testers, and subject matter experts.
- Oversee the Requirements Management Process and requirements traceability throughout the SDLC.
- Develop user stories, use cases, workflow diagrams, specifications, and technical reports.
- Collaborate with developers, end users, system development contractors, and DSS stakeholders.
- Assist with test cases, change requests, and project scope management.

Qualifications
Qualifications:
Years PACSS experience
Child Support systems experience
Federal Child Support Regulations (IV-D)
Experience working with developers and end users on functional requirements
New-Hire application experience
Bachelor's degree in Computer Science, Information Systems, Engineering, or related field
Leadership and team coordination skills
System Engineering concepts and modeling techniques
Strong SDLC and requirements management experience
Strong written, verbal, and technical communication skills
Ability to work independently with minimal guidance
Preferred: SharePoint, TFS, SQL Server, Visio
