Software Architect – Tax Accounting Modernization

Job Description: Seeking a senior Software Architect to support enterprise tax accounting modernization initiatives focused on collections, accounts receivable, and taxpayer accounting systems within a high-volume taxation environment. The ideal candidate should possess strong expertise in IBM mainframe technologies, COBOL, DB2, IDMS, CICS, JCL, enterprise integrations, and modernization strategies for converting legacy tax systems into scalable enterprise platforms. This role requires technical leadership, system modernization, enterprise application support, performance optimization, integration testing, and production support while supporting revenue-processing systems handling high transaction volumes.

Key Responsibilities:

• Lead technical design, modernization, and architecture activities for tax accounting systems
• Support enterprise system enhancements and new application development initiatives
• Coordinate technical solutions and integration efforts across development teams
• Develop, optimize, and tune SQL queries for enterprise systems
• Perform system analysis, coding, technical implementation, and integration testing activities
• Support production systems, issue troubleshooting, and defect resolution
• Conduct performance tuning and application optimization activities
• Mentor junior technical staff and provide architecture guidance
• Lead requirements gathering sessions and technical presentations
• Develop technical specifications, program documentation, and implementation guidance
• Support user testing, validation activities, and defect remediation
• Participate in modernization planning and enterprise implementation efforts

Additional Responsibilities:

• Coordinate modernization efforts across enterprise taxation systems
• Support performance optimization and technical issue resolution
• Develop technical documentation and architecture specifications
• Participate in enterprise planning, modernization, and integration initiatives
• Complete required ITS security compliance agreements and fingerprint-based background verification

Required Skills:

• Minimum 84 months of Government Taxation systems experience
• Strong expertise in COBOL, IBM Mainframe technologies, and enterprise modernization
• Experience with DB2 z/OS, IDMS, DMLO, CICS, IBM MQ Series, and JCL
• Experience with TSO, APS, application support, and enterprise performance tuning
• Strong SQL tuning and enterprise system optimization experience
• Experience with DB2 LUW and XQuery preferred
• Strong enterprise integration, troubleshooting, and modernization experience
• Experience supporting large-scale revenue processing or tax systems

Qualifications:

• Strong enterprise modernization and tax accounting systems experience required
• Experience supporting large-scale enterprise mainframe environments preferred
• Must complete ITS security agreements and fingerprint-based background verification
• Strong technical leadership, troubleshooting, and mentoring skills preferred

Education:

• Bachelors degree preferred
