Description
The Software Developer Level 3 will support Universal Public Health Node (UPHN) data exchange for immunization by being primary developer for the UPHN interfaces with the immunization program. The UPHN provides automated data exchange for COVID-19
vaccine administration reporting for New York State's Immunization program through both our UPHN Lite client and CDC WSDL interface (national standard for immunization data exchange). The Software Developer Level 3 will facilitate enhancements to immunization data exchange to improve data exchange design and reliability, increase throughput for increased COVID-19 vaccine reporting volume, promote ease of implementation for increased adoption of automated data exchange and coordinate with NYSIIS on programmatic and infrastructure enhancements such as implementation of high availability, disaster recovery and improved interfaces to segregate traffic. The Software Developer Level 3 will also enhance the existing Message Conformation NYSIIS application which supports onboarding of providers by early testing of HL7 messaging for conformance with specification. The Software Developer Level 3 directs a development team to analyze, design and program complex projects, including coordinating activities on multiple aspects of the project, assuring quality control and providing technical leadership to project teams, as well as interfacing with business owners and project management staff; reviews business requirements documentation with project team to clarify for technical design; oversees systems and program design to meet highly complex business needs, preparation of detailed technical specifications from which programs are developed, and creation of appropriate documentation in work assignments such as program code and technical documentation; prepares development time estimates and justifications for assigned tasks and provide recommendations to project managers; coordinates development activities, design testing plans, assure quality control and effective change control and provide technical leadership to project teams; consults with the software development team in coding, testing, debugging, implementing, and documenting highly complex programs, and developing complex test plans to verify logic programs; develops and maintain release management process including planning, tracking, communication and coordination of technical tasks associated with release; supports project personnel in resolving complex program problems; serves as technical project lead, providing leadership and work guidance to less experienced technical personnel; identifies, tracks and resolves issues, recommend changes and provide supporting documentation; and develops work plans and work estimates for large scope projects.
Mandatory Qualifications| 1. | This position requires at least a bachelor's degree in Engineering, Computer Science, MIS or equivalent from an accredited institution. A copy of the degree must be submitted with the Candidate Proposal Response. |
| 2. | 6 years' experience with all facets of the software development process, including the research, design, programming, testing and implementation of computer software. |
| 3. | 6 years' experience with Java framework and technology: Spring Boot, Java EE (servlet, JPA ... etc.). |
| 4. | 6 years' experience with relational database platforms and technology (e.g. Oracle SQL, PostgreSQL) |
| 5. | 6 years' experience in the design, implementation and deployment of Single Page Web Applications, preferably using Angular and Typescript. |
| 6. | 6 years' experience with SPA fundamental concepts such as component-based architecture, dynamic rendering, and asynchronous programming |
| 7. | 6 years' experience in REST API design and implementation with strong knowledge of API security, authentication, and authorization. |
| 8. | 6 years' experience with Git version control operations and branching strategies. |
| 9. | Familiar with CICD pipeline and technology for automation. |
