What You'll Do: The Office of Management Information Systems (OMIS) administers the computer-based management systems across the ODH enterprise. The office is responsible for maintaining ODH computer networks and servers and for the development and implementation of strategies that support the current and future technology needs of the agency. We are seeking a Software Development Specialist 1 to to develop and/or modify programs for computer applications, perform testing and debugging and assist with analysis and design. The primary technology for this position is .NET Framework.

This position will:

• Read, write, extract and/or report from individual file(s)
• Create and/or modify existing program modules (i.e., the creation of static content or graphics related to web-design is not software development)
• Comply with software reusability guidelines
• Use report generators, data manipulation tools, data query tools, program tracing/debugging tools, software development tools and versioning tools as required
• Write test cases and/or scripts for unit and systems testing with minimal to no supervision
• Assist the project team in gathering system requirements
• Assist higher-level software developers in the development of application related training materials and software user-guides
• Convey information compiled from a variety of sources to technical and non-technical personnel &/or management
• Promote system security and awareness by adhering to the Agency's and/or State's Information Technology security policies and standards

36 mos. combined work experience in any combination of the following: developing and/or modifying programs for computer applications, performing testing and debugging and assisting with analysis and design including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.

• Or completion of associate core program in computer science or information systems AND 18 mos. combined work experience in any combination of the following: developing and/or modifying programs for computer applications, performing testing and debugging and assisting with analysis and design including 12 mos. work experience in the primary technology as specified by the agency position description & job posting.
• Or completion of undergraduate core program in computer science or information systems AND 12 mos. combined work experience in any combination of the following: developing and/or modifying programs for computer applications, performing testing and debugging and assisting with analysis and design including 12 mos. work experience in the primary technology specified by the agency in the position description & job posting.
• Or equivalent of minimum class qualifications for employment noted above. Note: The official position description on file with the designated agency is to reflect the required, primary technology directly relating to the duties of the position. Only those applicants possessing the experience in the required, primary technology listed in the position description & job posting are to be considered for any vacancies posted. The job posting must list the required technology commensurate with the position in question.

Applications of those who meet the minimum qualifications will be further evaluated against the following criteria:

• Undergraduate or advanced degree in Computer Science or Information Systems

• Experience with writing automated tests with Selenium, C# .Net, and/or SpecFlow

• Experience with software testing

• Experience using Azure DevOps to document project progress throughout the Software Development Lifecycle

• Experience with writing SQL queries using tools such as SQL Server Management Studio
