Software Engineer 3

Texas Health and Human Services Commission requires the services of one Software Engineer 3, hereafter referred to as Candidate, who meets the general qualifications of Software Engineer 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission. All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate.

Develops software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes. Investigates problem areas. Prepares and installs solutions by determining and designing system specifications, standards, and programming.

Performs Front End/UI application development, enhancement, maintenance, and support for Social Services User Interface applications.

Develops software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes.

As a member of the team, participate in requirements analysis, high-level and detailed design, development, testing and deployment of new application components, as required.

Analyze UI framework, libraries for configuration & performance tuning opportunities, as required.

Develop, enhance and maintain existing and new web-based J2EE/Portal applications within HHSC's SOA (Service Oriented Architecture) platform using Agile methodologies.

Create technical and design documentation, as required.

Perform system analysis and problem resolution, as required.

Develop and maintain data and process models, as required.

Employ contemporary testing methods to ensure applications function properly and without error.

Provide technical support for testing and implementation efforts.

Participate in program design, coding and test walk-through meetings to provide input regarding technical standards and customer requirements.

Provide application support (defect repair, maintenance, and production operations support) for web-based Java applications in an SOA platform. Perform system analysis, troubleshooting, diagnosis and problem resolution. Analyze software for defects and performance tuning opportunities. Develop and test application code to resolve defects and improve application reliability and performance.

Candidate Skills and Qualifications

Minimum Requirements: Candidates that do not meet the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

Years - Required/Preferred - Experience

8 - Required - Hands-on experience in Front End/UI development, enhancing and maintaining enterprise-class applications using Angular and/or similar frameworks on the J2EE application development platform

8 - Required - Hands-on experience participating in all phases of the SDLC (Systems Development Life Cycle)

8 - Required - Hands-on UI development experience implementing Authentication and Authorization, Caching strategies

8 - Required - Hands-on programming experience in following languages: HTML5, JavaScript, JQuery, AJAX, CSS3, Bootstrap, SASS, Angular, Typescript, JSON, XML, ES5/ES6, NPM, Maven and/or other UI frameworks/libraries.

8 - Required - Demonstrable experience developing, optimizing, and maintaining an enterprise-level Front End/UI application including complete ownership of the front-end stack (JavaScript/HTML/CSS, Angular and/or other UI frameworks).

8 - Required - Experience implementing Client-facing applications with responsive design and development

8 - Required - Experience implementing SPAs with JS or with libraries/frameworks like Angular

8 - Required - Experience in development of self-contained, reusable, and testable modules and components

8 - Required - Strong understanding and experience of fundamental programming concepts of data structures, algorithms, performance, caching and scalability issues in the context of Web based UI applications

8 - Required - Experience in developing and testing application user interface for ADA/Accessibility Compliance

8 - Required - Experience in implementing best practices in the areas of application design, performance, scalability and maintainability.

8 - Required - Experience in Test-driven development and test creation using frameworks such as Karma, Jasmine, Selenium

5 - Preferred - Hands-on experience with Spring Boot Java Applications

5 - Preferred - Hands-on experience with IBM WebSphere Application Server 8 or later

5 - Preferred - Hands-on experience with Agile Development Methodologies (preferably Scrum)

5 - Preferred - Hands-on experience with web applications developed for Cloud platform

5 - Preferred - Hands-on experience with CI/CD methodology

5 - Preferred - Hands-on development experience for mobile and tablet platforms

Terms of Service

Services are expected to start on or around March 17, 2025 and are expected to be completed by August 31, 2025. Total estimated hours per Candidate shall not exceed 1,550 hours for FY25. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

Work Hours and Location

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed. The primary work location will be 1609 Centre Cr Dr., Austin, Texas 78613. The position will be hybrid. Program will only allow candidates who are within the City of Austin or the surrounding cities. (LOCALS ONLY). Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense. The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time. The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.

Initial Purchase Order Term: Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.

Renewal Option(s): HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.
