Provide a short description of the Position:
Department of Labor's UISIM (Unemployment Insurance Service Improvement) project.
The Software Developer position supports the UISIM project, a multi-year program to redesign, implement, operate, enhance, and maintain the integrated systems used by the New York State Department of Labor's Unemployment Insurance program. The resource will provide specialized technical support, knowledge transfer, incident resolution, enhancement delivery, and documentation for UISIM applications and platforms.
Provide a list of the day-to-day tasks to be performed by the Selected Candidate:
The selected candidate will work as part of an agile development team supporting UISIM operations, enhancements, defect correction, and modernization. Activities include, but are not limited to:
- Analyze, design, develop, test, implement, and document UISIM software enhancements and defect corrections.
- Develop accessible user-interface screens, reusable components, and application frameworks using Angular and Java technologies, with emphasis on ADA compliance.
- Develop and integrate backend services, classes, business processes, batch jobs, and interfaces using J2EE, Spring Boot, service-oriented architecture, and microservice patterns.
- Develop and maintain REST and SOAP web services and integrate application components into end-to-end business processes.
- Develop complex SQL and data-access components for DB2 and other relational databases, including object-relational mapping frameworks.
- Perform unit, integration, regression, and performance testing; identify and resolve software defects and performance bottlenecks.
- Use GitHub or GitLab repositories and CI/CD pipelines to support controlled software builds, testing, and deployments.
- Analyze and document existing UISIM system design and functionality to support the enhancement roadmap, technical-debt remediation, and platform upgrades.
- Create and maintain technical designs, sequence diagrams, activity diagrams, system documentation, and operational support procedures.
- Conduct code reviews and mentor State staff in modern application development practices.
Position Mandatory Qualification (Per Attachment 7, Section 1.2.4)
Is involved with all facets of the software development process, including the research, design, programming, testing and implementation of computer software.
Position Requested Qualifications (Per Attachment 7, Section 1.2.5)
- 60 months of experience developing Java-based, multi-tier web applications using J2EE or Spring Boot, industry-standard design patterns, and agile methodologies.
- 48 months of experience developing Angular user interfaces, reusable components, and accessible web applications that meet ADA or WCAG requirements.
- 48 months of experience developing and integrating REST or SOAP services, backend business services, batch jobs, and application interfaces.
- 36 months of experience developing complex relational database queries and data-access components using SQL, DB2, Hibernate, JPA, or comparable technologies.
- 36 months of experience using GitHub or GitLab repositories and CI/CD pipeline technologies for automated build, test, and deployment activities.
- 24 months of experience developing or supporting applications hosted on Google Cloud Platform or another enterprise cloud platform.
- 24 months of experience analyzing and documenting existing application designs, enhancement roadmaps, technical debt, or system functionality.
