Position Overview

Keep Cumberland County moving-and put your mechanical expertise and leadership skills into high gear! The Cumberland County Solid Waste Department is seeking an experienced, motivated professional who enjoys solving complex mechanical challenges, leading a skilled team, and keeping essential equipment operating safely and efficiently.

Under general direction, this position supervises and performs advanced skilled mechanical work involving the repair and maintenance of heavy construction equipment, vehicles, and landfill support equipment. Responsibilities include scheduling and assigning work, inspecting completed repairs for quality and safety, preparing maintenance reports, and handling routine personnel matters for mechanics assigned to the Solid Waste Shop.

As part of a department committed to responsible waste management, this position supports Cumberland County's long-term Solid Waste Master Plan and helps ensure the equipment needed for the safe and environmentally responsible disposal of solid waste, debris, and recyclable materials remains ready for service. Examples of Duties

  • Diagnoses and troubleshoots mechanical and electrical malfunctions in vehicles, heavy construction equipment, and landfill support equipment
  • Performs and oversees complex repairs involving engines, transmissions, braking systems, hydraulic systems, power take-off systems, and electrical components
  • Rebuilds and installs engines and related components and machines brake drums and rotors as required
  • Operates shop equipment, computerized diagnostic tools, and precision instruments to restore equipment to safe and reliable operating condition
  • Assigns, directs, supervises, and participates in the daily work of semi-skilled and skilled equipment mechanics
  • Monitors work progress and ensures compliance with applicable departmental policies, procedures, safety requirements, and performance standards
  • Assists with recruitment, scheduling, employee training, performance feedback, and recommendations regarding corrective or disciplinary action
  • Conducts quality-control inspections of completed repairs to confirm safe operation, workmanship, and compliance with applicable requirements
  • Develops and implements shop safety procedures and trains employees in safe work methods, proper equipment use, and established shop practices
  • Submits requisitions for required parts, tools, and materials while maintaining accurate inventory records and tool accountability
  • Prepares and maintains personnel, maintenance, and repair records, including work orders, time estimates, cost-tracking documentation, and operational reports

Minimum Qualifications

High school diploma or GED and six (6) years of experience in the repair of vehicles and/or heavy equipment, including lead/supervisory experience; or an equivalent combination of education and experience.

Must meet industrial physical examinations such as sight, hearing, cardiovascular, pulmonary, chest x-rays, blood pressure, blood sugar and lead levels; chemistry profiles such as cholesterol and liver functioning, etc., prior to employment.

Must possess a master mechanics tool set.

Knowledge, Skills and Abilities

  • Knowledge of standard practices, tools, materials, equipment, and techniques used to maintain and repair gasoline- and diesel-powered vehicles and equipment
  • Knowledge of the operating principles of gasoline and diesel engines and the mechanical components of automotive, heavy construction, and related equipment
  • Knowledge of occupational hazards, safety precautions, and safe work practices associated with equipment repairs and shop operations.
  • Knowledge of organizational, administrative, and supervisory principles and practices
  • Skills in the safe and proper use, care, and maintenance of tools, diagnostic equipment, shop machinery, and materials used to service vehicles and heavy equipment
  • Skills in analyzing, diagnosing, and troubleshooting malfunctions in mechanical equipment
  • Ability to understand, interpret, and follow oral and written instructions, technical manuals, policies, and established procedures
  • Ability to assign, direct, train, and supervise a team of semi-skilled and skilled mechanics
  • Ability to perform physical and manual tasks associated with mechanical repair and maintenance work
  • Ability to establish and maintain effective, professional working relationships with employees, supervisors, vendors, and others encountered during work assignments
  • Ability to interpret applicable safety and health procedures and ensure their proper implementation throughout shop operations and work processes
  • Ability to develop and implement internal safety rules that promote employee awareness and reduce workplace hazards
  • Ability to train employees in proper safety procedures, repair methods, equipment operation, and shop practices

Conditions of Employment

Must obtain Automotive Service of Excellence (ASE) certification in brake systems and preventive maintenance inspections and CFC recovery certification within one year of hire.

Driving is an essential function of this position. To be considered, you must have a valid drivers license with an acceptable driving record. If your drivers license is from another state, you will be required to obtain and show proof of a valid NC drivers license within 60 days of hire.

Must obtain and maintain a valid North Carolina Class A Commercial Driver's License, including Hazmat Endorsement, within six (6) months of employment.

Successful candidates who receive a conditional offer of employment with Cumberland County must pass pre-employment screenings, including criminal history checks and drug screenings, as required by Cumberland County Policies and Procedures, prior to beginning work or receiving a final offer of employment. Refusal to submit to testing or testing positive for prohibited substances will result in the withdrawal of the conditional employment offer.
