Job Description:

GENERAL PURPOSE:  Under general direction, plans, directs, coordinates and administers the daily functions and activities of the Solid Waste Division of Public Works to include convenience station, composting facility, and landfill; ensures compliance with County policies; prepares, manages, and maintains budget to control cost and efficiency; monitors and oversees expenditures; prepares required reports; researches alternative funding resources to assist in the operations, recycling, and collection events; manages staff and resources; maintains safe work practices; remains current on new or improved disposal and related technologies; and performs other administrative support functions as directed by the Public Works Director.

MINIMUM QUALIFICATIONS:

Education and Experience:

• Bachelor’s Degree in Engineering, Environmental Planning, or related field, and four years of administrative experience in the field of solid waste management, that includes working knowledge of landfill operations, regulation and safety enforcement that includes two years of staff supervisory and budgetary experience; OR an equivalent combination of education and experience.

Required Licenses or Certifications:

• Valid New Mexico Commercial driver’s license (CDL) or the ability to obtain a valid New Mexico Commercial driver’s license (CDL) within 30 days of hire
• Must have a current New Mexico Landfill Operator Certification, and ability to obtain a Composting Facility Operator Certification, and Recycling Operators Certification from the State of New Mexico within a year after hire.

Additional Requirements:

• Ability to maintain a valid New Mexico driver’s license
• Ability to maintain a valid New Mexico Commercial driver’s license (CDL)
• Successful completion of pre-employment alcohol and drug testing is required.

SUPERVISION RECEIVED AND EXERCISED:

Position reports to the Public Works Director and exercises supervision over lower level staff.

ESSENTIAL JOB FUNCTIONS:The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. • Plans, directs, coordinates, and reviews the work of assigned staff; assigns tasks and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations.
• Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the assigned unit/area and all related staff and takes appropriate corrective action when necessary; provides general advice and counsel to staff; develops or assists with developmental work plans for staff; assists with implementation and recommendation of corrective actions, discipline and termination procedures as appropriate/necessary.
• Responsible for the operation and management of the landfill, convenience sites, and composting facilities for the County; ensures the landfill is staffed for daily operations; monitors heavy equipment usage and schedules or coordinates any repairs needed.
• Maintains a variety of monitoring, compliance, and accounting records to be included in reports to State Health and Environment Department and the County; and coordinates with representatives of the New Mexico Health and Environment Department in inspections of landfill and adherence of landfill and disposal regulations.
• Schedules continuing training of employees on landfill waste screening, safety, and contingency planning for the landfill, composting facility and convenience stations.
• Develops, prepares, administers, and monitors budget and expenditures for the landfill and composting; acquires quotes, if needed to purchase supplies or repairs.
• Schedules site inspections and conducts inspections of the landfill and all convenience stations located in the County on a monthly basis.
• Reads and interprets technical and operational documents, manuals, maps, plans, and contracts; reviews and evaluates plans and specifications for proposed new construction, system design, and operation changes.
• Serves as liaison between landfill consultants and general public, and takes responsibility for issues or problems raised by customers and neighbors of the landfill.
• Ensures the proper disposition of certain classes or residential/industrial and commercial waste, abiding by federal, state and local regulations.
• Manages staff to inspect incoming waste to ensure that no hazardous materials exist, and that regulations are being adhered to.
• Reviews needs for expansion of existing programs or identifies new programs needed; reviews all program policies and procedures, including federal, state and county; and standardizes processes and procedures where possible.

Required Knowledge of:

• Methods, materials, equipment, and operation of solid waste functions.
• Solid waste and recycling collection and disposal operations, materials, methods, principles, practices and equipment necessary for efficient collection and disposal of refuse or recyclable material.
• Current techniques and methods for collection, disposal, storage, and recycling of solid waste materials.
• Federal, state, county laws and local health and environmental codes, rules, and regulations relating to solid waste operations and hazardous waste issue.
• Research, analysis, and project management methods.
• Current landfill gas collection and control, groundwater monitoring, and pollutant discharge elimination systems.
• Emergency response procedures related to landfill hazardous waste spills, fires, gas accidents and procedures for notification to regulating authority.
• Federal OSHA, State and County regulations and policies governing safe work practices, including use and handling of and proper disposal of hazardous waste, chemicals, and materials.

Physical Demands / Work Environment: 

• Work is performed in a standard public works shop environment.
• Essential and supplemental functions may require maintaining physical condition necessary for sitting, walking or standing for prolonged periods of time, bending, stooping, and lifting and carrying items weighing up to 35 pounds.
• Regularly exposed to large or working machinery, extreme weather conditions, potential physical harm, infectious disease, and hazardous chemicals when working outdoors in and around heavy equipment, vehicles and tools at the landfill, composting facilities, and convenience stations.
• Work regularly requires speaking, hearing and utilizing a phone, calculator, cell phone, copier or fax machine.
• Operates a County vehicle as necessary to attend meetings, training and perform related job duties; occasionally may be exposed to extreme weather conditions when traveling to County facilities or remote locations to perform work.
• Work involves being on call for emergencies after hours.
