Job Summary

Under Administrative direction, manages the performance of professional staff in work involving organizational structure review, manpower planning, operations research, system research and related work reviewing methods, procedures, policies, department functions, and internal relationships, forming managerial work and is responsible for the operation of the Citys waste collection and disposal, street cleaning, and brush collection. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff.

Essential Job Functions

  • Plans, organizes, and coordinates organizational planning to improve the effective utilization of organizational resources.
  • Analyzes policies, practices, systems, procedures, workload standards, and organizational structures.
  • Evaluates operations to insure compliance with all State and Federal rules and regulations.
  • Consults with and advises management at all levels on complex operational, organizational, and resource problems.
  • Conducts workshops for discussing study findings and recommendation.
  • Prepares comprehensive recommendations aimed at resolution of organization, management, and employee utilization problems and/ or opportunities.
  • Proposes future organizational configurations to meet the business strategic goals of the City. Assist the Director staff on special projects, as requested.
  • Designs benchmark surveys and quantitative techniques to improve the productivity and quality of operations and build an effective workforce.
  • Recommends innovative management strategies and complex departmental turnaround plans.
  • Inspects business processes, rate structures and service delivery methods for cost recovery and revenue enhancement.
  • Develops and evaluates performance indicators and management reporting systems.
  • Identifies, monitors, and evaluates public and private sector innovations and service delivery breakthroughs.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelors Degree from an accredited college or university.
  • Three (3) years of managerial and technical experience in solid waste management, public works administration, or business administration.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities

  • Knowledge of current practices and procedures related to the collection and proper disposal of waste and the monitoring of closed and operating landfills.
  • Knowledge of Federal and State regulations and local ordinances related to the proper collection and disposal of waste and the operation of a landfill.
  • Knowledge of principles and practices of organization, administration and personnel management.
  • Knowledge of principles of supervision and training.
  • Knowledge of budget preparation and administration.
  • Ability to operate a computer keyboard and other basic office equipment.
  • Ability to develop short and long term goals and objectives.
  • Ability to communicate clearly and effectively.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
