Position Overview

Join the dedicated team at Cumberland County Solid Waste Management and play a vital role in supporting environmentally responsible waste disposal and recycling services that protect the community and promote sustainability. This leadership opportunity oversees daily operations associated with the Ann Street Landfills and Transfer Station. Responsibilities include planning, coordinating, assigning, and supervising operational tasks across landfill activities while supporting the department's broader mission of effective solid waste management and public service.

The role also contributes to the successful operation of multiple Solid Waste divisions by assisting with operational coordination, personnel oversight, equipment utilization, safety practices, and workflow management. Serving as a working supervisor, the selected candidate will actively assist with operational duties alongside staff while providing leadership, guidance, and training to equipment operators and other assigned personnel. The ideal candidate is a motivated professional with strong leadership abilities, operational knowledge, and a commitment to teamwork, safety, efficiency, and exceptional public service in a fast-paced environment. Will be required to report to duty 24-hours a day, 365 days a year, as needed (for storms, fires, snow and ice removal, etc.).

Examples of Duties

  • Supervise, coordinate, and direct the daily activities of assigned staff consisting of approximately eight permanent employees engaged in landfill and solid waste operations.
  • Implement departmental policies, procedures, and operational standards while ensuring compliance with applicable County, State, and federal safety and environmental regulations.
  • Evaluate operational efficiency and identify departmental needs related to staffing, equipment utilization, budgeting, workflow processes, and operational improvements.
  • Perform supervisory responsibilities including screening applicants, participating in interviews and hiring recommendations, developing work schedules, approving leave requests, assigning work, conducting performance evaluations, and addressing disciplinary matters in accordance with County policies.
  • Provide leadership, guidance, training, and oversight to employees to ensure adherence to safety procedures, quality standards, and operational expectations while assisting in resolving work-related issues and concerns.
  • Review and evaluate incident and accident reports associated with assigned operational areas and assist in implementing corrective actions and safety improvements as necessary.
  • Conduct landfill operations in compliance with applicable regulations established by the United States Environmental Protection Agency (EPA), North Carolina Department of Environmental Quality (NCDEQ), and other governing agencies.
  • Operate and oversee the use of heavy construction and motorized equipment to establish grades, maintain landfill cells, compact waste materials, construct operational areas, and support daily landfill functions.
  • Monitor and verify landfill grades and elevations using established benchmarks and leveling equipment to ensure proper landfill construction, operational progress, and regulatory compliance.
  • Maintain landfill roads, repair leachate seeps, and assist with erosion control and environmental protection measures through grading, seeding, and other site maintenance activities utilizing appropriate heavy equipment and machinery.
  • Inspect heavy equipment and machinery to ensure proper operating condition, cleanliness, preventative maintenance compliance, and safe operation; equipment may include excavators, bulldozers, compactors, graders, loaders, dump trucks, tractors, and related equipment.
  • Provide operational and equipment expertise for County demolition projects, train Equipment Operator I and II employees in the safe and effective operation of heavy equipment and serve as backup support for the Wilkes Road Treatment & Processing Facility Supervisor and Gas Maintenance Technician during absences, including oversight of daily operations and administrative functions.

Minimum Qualifications

High school diploma or GED, supplemented by vocational/technical training in heavy equipment operations; supplemented by five (5) years of previous experience and/or training involving operation of heavy construction equipment in a landfill or construction setting; or an equivalent combination of education, training, and experience.

Must meet industrial physical examinations such as sight, hearing, cardiovascular, pulmonary, chest x-rays, blood pressure, blood sugar and lead levels; chemistry profiles such as cholesterol and liver functioning, etc., prior to employment.

Knowledge, Skills and Abilities

  • Knowledge of the methods, procedures, and policies of Cumberland County as they relate to the performance of assigned solid waste management and operational duties.
  • Knowledge of the principles and practices of municipal solid waste, yard waste, and recycling collection operations, including staff supervision, work assignment, performance review, and implementation of safe work practices and safety equipment usage.
  • Knowledge of the organization, functions, and operations of the department and related County departments and agencies.
  • Knowledge of the operation and safe use of heavy construction equipment, heavy on-road trucks, stationary landfill equipment, and related operational machinery.
  • Knowledge of occupational hazards, safety standards, rules, and precautionary measures associated with the operation of heavy motorized equipment and heavy trucks.
  • Knowledge of terminology, technical language, ordinances, regulations, and environmental requirements associated with solid waste disposal, recycling, and landfill operations.
  • Skill in the safe and efficient operation of heavy motorized equipment, heavy trucks, and related landfill or collection equipment.
  • Skill in inspecting, cleaning, and assisting with minor maintenance and repairs to heavy equipment, trucks, and sanitation-related equipment.
  • Ability to understand, interpret, and follow oral and written instructions, policies, procedures, and operational guidelines.
  • Ability to supervise, train, direct, and provide guidance to less-experienced equipment operators and assigned staff.
  • Ability to exercise tact, professionalism, and courtesy when interacting with coworkers, other departments, external agencies, and the general public.
  • Ability to perform the physical requirements of the position safely and effectively under varying environmental and weather conditions while maintaining cooperative and effective working relationships with internal and external stakeholders.

Conditions of Employment

Must be able to receive certification in Landfill Operations Specialist or Manager of Landfill Operations within one year of hire.

Driving is an essential function of this position. To be considered, you must have a valid drivers license with an acceptable driving record. If your drivers license is from another state, you will be required to obtain and show proof of a valid NC drivers license within 60 days of hire.
