2+ years generative-AI/agentic development in production (Azure OpenAI, Copilot Studio) and government cloud (GCC/GCC High)
Able to work hybrid — 4 days onsite in Washington, DC / 1 day remote

About the Role

The DC Child and Family Services Agency (CFSA) is seeking a senior, deeply hands-on Solution Architect Lead to serve as the technical design authority for STAAND — an AI-enabled child welfare platform built on Microsoft Dynamics 365 and the Power Platform (Government Community Cloud) with Azure services. The platform supports social workers, supervisors, providers, resource parents, and partner agencies across nine functional modules and six external portals.

Responsibilities

Serve as technical design authority across D365 CE/Dataverse, Power Platform, and Azure for a mission-critical, federally certified system
Architect and hands-on build Azure solutions (PaaS integration, data, identity) and pro-code D365 extensibility (C#/.NET plug-ins, custom APIs, PCF controls)
Design and deliver generative-AI / agentic capabilities in production (Azure AI Foundry, Azure OpenAI, or Copilot Studio; RAG, tool calling, agent orchestration, AI evaluation)
Own Power Platform ALM, solution layering, and Azure DevOps CI/CD
Operate a live production system through vendor platform release waves without disruption
Ensure application security in a regulated environment (NIST 800-53, threat modeling, secure SDLC) and government-cloud (GCC/GCC High) delivery
Brief executive and non-technical program leadership; mentor and transfer capability to government staff
Required Qualifications

Bachelor's degree in Computer Science, Software Engineering, Information Systems, Data Science, or a related technical discipline
16+ years progressive IT experience
8+ years solution/enterprise architecture on enterprise-scale, mission-critical systems
5+ years lead/principal architect across full D365 implementation lifecycles (min. 2 lifecycles)
4+ years Azure architecture and hands-on build; 5+ years pro-code D365 extensibility
2+ years generative-AI/agentic development in production; 2+ years government cloud delivery
5+ years application security in a regulated environment

Public sector or District government delivery experience; mentoring/capability transfer to government staff
Certifications: PL-400, TOGAF 9/10, AI-102, AZ-500, CISSP/CCSP, SC-100, DP-600/DP-203
