COBOL Programmer Job Description

The Rhode Island Department of Administration, Enterprise Technology Strategy and Services, Office of Information Technology (ETSS/OIT) is seeking a COBOL programmer to support COBOL programming requests, application interfaces at the RI Department of Labor and Training on IBM Power 9 iSeries and IBM Mainframe systems

The Programmer-Senior selected will engage in COBOL application development and associated database management.

The Programmer-Senior shall have extensive experience with COBOL, CICS, SQL programming, application interfaces, database and database support, and AS400 and mainframe system support for the systems and technologies described below.

APPLICATION PROGRAMMING SUPPORT

IBM Mainframe System Programming (VSE, VM)

• • • Provide COBOL, JCL, and CICS programming support; maintain and make updates on current applications
    • Applications use IBM SQL/DS, ADABAS databases; VSAM file structures.
    • (Shared Responsibility): Develop interfaces between the mainframe and other agencies. Establish and support data transfers with SFTP, FTP, etc.
    • (Shared Responsibility): Assist EOC operators with runtime errors to address programming issues
    • Develop and maintain application documentation
    • Leverage and utilize Syncsort, MacKinney Systems, and other IBM utilities.
    • Provide technical expertise to implement best practices.
    • Generate reports in response to user requirements.
    • Provide operational, status, and other reports as requested.
    • Assist in migration efforts to modernize the legacy applications.

IBM Power 9 I Series (AS400) Systems Programming (System/36 and Native Mode)

• • • Provide COBOL programming support; maintain and make updates on current applications.
    • Develop and document interfaces between DLT and other agencies.
    • Develop and maintain application documentation.
    • Support application databases using DB2 (with multimember records) and SQL.
    • Assist EOC operators with runtime errors to address programming issues.
    • Provide technical expertise as needed
    • Generate reports in response to user requirements.
    • Provide operational, status, and other reports as requested.
    • Maintain up-to-date documentation on programs, interfaces, and databases. configuration, settings, and document changes. Assist in developing technical documentation and Standard Operating Procedures
    • Assist with technical documentation, audits, reviews, and processes.
    • Provide operational, status, and other reports as requested.
    • Assist in migration efforts to modernize the legacy applications.

EXPERIENCE & SKILLS

Experience to support and perform the duties and responsibilities described above.

• • • Minimum 3-5 years' experience
    • Ability to communicate effectively with staff and engage business, technical resources, and support vendors
    • COBOL programming experience
    • ODBC, SFTP, FTP
    • Familiarity with IBM OS utilities, VSE JCL, and intrinsic functions
    • Experience with Visio, MS Office, Teams, and other common tools
    • SharePoint & SharePoint Integration from AS400 and Mainframe system experience

WORK LOCATION AND HOURS

The ETSS Core hours are Monday-Friday, 8:30 AM-4:00 PM but may be adjusted to meet the needs of the State. Occasional after-hours support may be required.

All hours are based on Eastern time. Availability during core business hours is required.

Remote/in-person hybrid or full remote will be considered. On-site location is in Cranston, RI.

No offshore resources considered.
