What you'll do at DBH:

The Sourcing Analyst supports agency purchasing by sourcing suppliers, evaluating proposals, developing specifications, administering contracts, and responding to customer inquiries. This role ensures compliance, strengthens supplier relationships, and promotes efficient, accurate procurement operations.

Supplier Sourcing & Evaluation

• Solicit, receive, and open bids and proposals per established procedures.
• Coordinate delivery of supplier samples for evaluation.
• Interview vendors, check references, and conduct site visits to assess capabilities.
• Evaluate supplier submissions based on price, quality, service, reliability, and reputation.
• Prepare documentation for Release & Permit or Controlling Board review and respond to DAS/OBM follow‑ups.
• Track procurement status and complete required follow‑up actions.
• Identify potential suppliers using catalogs, directories, trade journals, and online research.
• Review mandatory‑use program compliance (MBE/EDGE, OPI, OOD, CRP, OPS).
• Customize terms and conditions for specific sourcing needs.

Specification Development & Procurement Analysis

• Collaborate with requestors to define specifications for goods and services.
• Review and analyze program needs to determine required detail for sourcing.
• Evaluate price proposals, financial data, and market conditions to recommend reasonable pricing and scope.
• Verify goods and services meet agency specifications.
• Address routine vendor performance issues and resolve basic customer or supplier disputes.
• Draft routine RFPs and coordinate formal exception requests.
• Create supplier evaluation methods aligned to specifications and agency criteria.
• Coordinate responses to supplier questions with requestors and legal counsel.

Contract & Purchase Order Administration

• Review, distribute, and monitor requisitions, purchase orders, and contracts.
• Recommend contract proposals and amendments.
• Track contract status, maintain version control, and follow up with unresponsive parties.
• Distribute contracts and amendments and apply correct financial codes, including split or proportional funding.

Customer Inquiry Support

• Serve as point of contact for customer inquiries via phone, email, writing, or in‑person.
• Provide information requiring knowledge of relevant rules, policies, and procedures.
• Resolve or refer complaints using agency systems.
• Research records to verify invoices, sales documents, reports, or status updates.
• Update or retrieve data and maintain logs, reports, and correspondence.
• Educate customers on OPS services using prepared materials.
• Track customer data using spreadsheets or databases.

This is an hourly position covered by the OCSEA/AFSCME bargaining unit (union), with a pay range of 28 on the OCSEA Pay Range Schedule. Normal working hours are Monday through Friday, 8:00am to 5:00pm. This position is located within our Ohio Pharmacy Services at 2150 West Broad St., Columbus, Ohio 43223.

Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at Step 1 of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.

18 mos. exp. or 18 mos. trg. in purchasing/procurement/sourcing.

• Or completion of associate core program in public or business administration, purchasing/procurement, materials management, contracting, acquisition management, logistics, strategic procurement, purchasing management, supply chain management or other sourcing related field.
• Or 6 mos. exp. as Sourcing Associate, 64511.
• Or equivalent of Minimum Class Qualifications for Employment noted above
