Job Summary

The USG Contracting Officer is a professional position that works under the Sourcing & Contracting Manager to aid in the development and management of all system-wide contracts. Work involves having a solid working knowledge of State procurement and contract administration rules.

To be successful, the Officer must possess in-depth contracting and procurement experience including State Purchasing Basic & GCPM (RFP) certifications.

This position is responsible for sourcing, negotiating and contract administration of goods and services resulting from annual or multiple year contracts. This position is also responsible for maintaining electronic contract files and updating shared databases with contract information to maintain visibility for all USG institutions and audits.

The Officer will provide excellent customer service for the system office and USG institutions. Responsible for development and tracking of key performance indicators in the sourcing event to ensure contract performance is maintained at the highest possible levels.

Identifies and implements best practices in sourcing and contract administration through continuous training and professional development.

It is preferrable for the Contracting Officer to have experience with PeopleSoft Financials, eProcurement, and Jaggaer Marketplace and Sourcing Director applications. Successful candidate will assist end users with learning how to enter requisitions, as well as helping teammates with reviewing and working up requisitions and purchase orders, ensuring all appropriate paperwork is obtained and dispatching of orders to end users and suppliers as needed.

Responsibilities

Works with Project Manager/Owner to develop solicitations for annual and multi-year system-wide agreements as designated by Manager and CUPO.

Overall responsible for posting, evaluations, negotiations and awards of system-wide sourcing events for their assigned areas.

Overall responsible for administration, annual renewals, change orders and amendments to system-wide contracts. Officer ensure contracts are closed properly and is communicated with suppliers and stakeholders.

Assists in the communication of contract updates across the system, providing webinars, and training as needed with both internal and campus partners.

Preforms at a minimum annual evaluation of contracts working with end users, including but not limited to monitoring spend, invoices, compliance and contract performance on assigned contracts. Works with end users to resolve reported issues with Suppliers.

Works with legal affairs, suppliers and end users to ensure contract terms and conditions are compliant and are maintained for the duration of the contract.

Assists with eProcurement, review, administration and dispatch of purchase orders.

Must possess and have capability to demonstrate customer service skills in fast paced environment.

Required Qualifications
  • Master's degree required.
  • Over three years of related experience required.


Preferred Qualifications

Must possess thorough knowledge of State of Georgia procurement regulations as evidenced by certifications necessary to qualify as a Georgia Certified Purchasing Associate (GCPA) and Request for Proposals or GCPM Certification.

Must possess in-depth purchasing experience and be proficient in the use of an Enterprise System purchasing and requisition applications.

Must represent the best interests of the USG at all times and possess proven negotiating skills, while maintaining an ability to collaborate with all levels of USO, USG and State Agency employees in a positive and effective manner.

Must possess thorough knowledge of contract administration in accordance with the Georgia Procurement Manual and applicable policies.

Must be able to lead sourcing team through the process of development, evaluation and successful award of competitive solicitations. Must be able to work with all levels of leadership and maintain good communication and customer service throughout the process.

Will manage the solicitation process and assigned contracts.
