    Description

    • Works under direction and requires thorough knowledge of sourcing lifecycle in order to
    • Independently research, evaluates, and plans a comprehensive portfolio of contracts and purchases based on past performance, future needs and strategic direction
    • Assists with simultaneous initiatives by monitoring and reviewing the use of a comprehensive portfolio of specialized and on-going procurement contracts from individual suppliers to determine whether to renew or replace current contracts
    • Responsible for tracking and reviewing complaints to vendor (CTV)
    • Responsible for the reviews sourcing history to provide quality assurance and change control negotiate more favorable terms and costs
    • Identifies and evaluates risk(s), and utilizes the procurement life cycle in order to fulfill stakeholder needs
    • Responsible for building the contract portfolio across multiple program areas
    • Plans and tracks individual procurement contracts, defines requirements, quality standards and timelines, determines and evaluates risks that may affect the solicitation to determine if contract meets the needs of program area
    • Defines specific activities to be performed to produce solicitation deliverables to determine cost projections and identify cost savings and ensure solicitation is ready to move on to the next phase
    • Responsible for addressing any problems found in the course of due diligence and ensures scheduled time frames are met and solves delivery problems
    • Provide supplier performance data, market analyses and evaluate market trends with fiscal year looking at spend data to determine where contracts should be developed
    • Responsible for Maintains knowledge in the fields of Procurement, Public Procurement, and Contracts
    • communicate with suppliers, stakeholders and clients to ensure that needs are met
    • Provides regular progress reports for management and clients and attends meetings, training, conferences, and may be required to give presentations

    42 mos. exp. or 42 mos. trg. in purchasing/procurement/sourcing to include exp. in performing spend analysis, developing sourcing strategy & evaluating vendor performance.

    • Or completion of undergraduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; 18 mos. exp. or 18 mos. trg. in purchasing/procurement/sourcing.
    • Or Completion of graduate core in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field; 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing.
    • Or 24 mos. exp. as Sourcing Analyst, 64512.
    • Or 12 mos. exp. as Senior Sourcing Analyst, 64513.
    • Or equivalent of Minimum Class Qualifications for Employment noted above.
