Job Title: Sourcing Specialist

Primary Function: 

The Sourcing Specialist – Preconstruction plays a critical role in shaping project success by leading early procurement strategy during the bid phase of EPC projects. This role partners closely with estimating, engineering, and project management to provide real-time market intelligence, develop competitive material pricing, and proactively mitigate supply chain risks during the bid and preconstruction phases. 

The position is responsible for managing the sourcing lifecycle during preconstruction from supplier engagement and bid development through proposal evaluation - ensuring cost-effective, schedule-aligned, and technically compliant solutions. 

 

Duties & Responsibilities 

Employee may be called upon to perform any or all of the following functions: 

  

  • Issue and manage RFPs/RFQs; analyze vendor quotes and commercial proposals 

  • Support estimating and bid development with current market data 

  • Review client RFPs, engineering deliverables, and project specifications to define scope and identify gaps 

  • Identify and track long-lead, high-risk, and constrained materials 

  • Engage suppliers early to validate pricing, availability, and lead times 

  • Collaborate with engineering to align design with market availability, cost targets, and alternative solutions 

  • Evaluate supplier proposals for compliance with project requirements (e.g., Buy America, MBE/WBE) 

  • Monitor and communicate market trends, pricing fluctuations, and supply chain risks 

  • Build and maintain relationships with preferred and qualified suppliers 

  • Support transition from preconstruction to project execution teams as needed 

  • Other duties as required

  • Drive more competitive and accurate project bids by delivering real-time market intelligence and strategic supplier insights  

  • Reduce project risk by proactively identifying long-lead and high-risk materials early in the preconstruction phase  

  • Improve cost efficiency through early supplier engagement, value engineering, and alternative sourcing strategies  

  • Enhance schedule reliability by validating material availability and lead times before project award  

  • Strengthen supplier partnerships to secure favorable pricing, priority access, and innovative solutions  

  • Enable seamless project handoff by establishing a well-defined sourcing strategy for execution team 

 

Minimum Qualifications / Experience 

Bachelor’s degree in Supply Chain, Engineering, Construction Management, or related field. Minimum three years of experience in sourcing, procurement, estimating, or supply chain (EPC or construction preferred). 
  
Possess skills in the following areas: 

  • Basic understanding of how to use major office equipment 

  • Experience using MS Office programs including Outlook, Word, and Excel 

  • Good organizational skills which include development of work plans and ability to multitask  

  • Strong interpersonal skills, with the ability to communicate to all levels of the organization 

  • Ability to identify problems and provide possible solutions 
     

Physical Requirements:  

Physical Requirements 

  • Ability to sit for extended periods during computer-based work. 

  • Ability to stand and walk intermittently throughout the workday. 

  • Occasional lifting of up to 20 pounds. 

  • Occasional travel to other offices or meeting locations. 

 

Environmental Conditions 

  • Primarily climate-controlled office environment. 

  • Occasional exposure to field or industrial environments during site visits.
