Job Summary:
The position of Sourcing Specialist requires talented, experienced, professionals with good business acumen, legal acuity, product knowledge, project management and organization skills. These skills, combined with a suite of competencies designed to successfully navigate the enterprise and vendor community, are necessary to produce well-constructed, mid-complexity solutions and contracts containing sound financials, balanced risk and measurable vendor accountabilities. Candidate must be a self-starter who requires minimal supervision in performing assigned tasks and has the ability to comprehend legal, financial and business concepts. Candidate will ensure that contracts and payment terms are negotiated in accordance with established Florida Blue contract administration policies and procedures, including all regulatory requirements. Prepares management reporting to summarize the status of contract negotiations and provides information to aid in management decision-making.
Essential Functions:
o Influence across all levels of management, including executive leadership
o Lead business requirement gathering sessions
o Document and prepare comprehensive bidding packages
o Represent Florida Blue as the single point of contact with potential suppliers during the RFP process
o Facilitate and lead onsite vendor presentations
o Develop and facilitate the use of formal scoring matrices to support vendor selection
o Proactively identifying and taking action to improve the applicable procurement processes
o Identifying opportunities to increase internal business partners' education and alignment and acting on ideas
o Using and analyzing data to support improvement opportunities
Required Experience:
5+ years related work experience. Experience Details: Successful contract negotiation experience in mid-complexity SaaS, Technology related Professional Services, Business Processes Outsourcing (BPO), General Business Services and Health Services.
Related Bachelor's degree or additional related equivalent work experience
Requires strategic as well as tactical knowledge of the RFP/Process
Understands principals of procurement and supply management
Proven ability to drive organizational change and influence across matrix and at all levels of management, including executive level
Solid contract drafting and terminology knowledge that includes understanding of contract language, risk based language, contracting traps and pitfalls to avoid, document management and control, and legal acuity necessary to successfully negotiate mid-complexity contracts
Possesses a good understanding of the IT Infrastructure related to SaaS solutions
Possesses a good understanding of the business intricacies and details associated with establishing a BPO and Health Services arrangement and accurately representing those details in the contract
Ability to review and comprehend moderate to complex contract issues and recommending appropriate resolutions
Ability to comprehend complex problems where analysis of situations or data requires an in-depth evaluation of various factors
General Physical Demands:
Sedentary work: Exerting up to 10 pounds of force occasionally to move objects. Jobs are sedentary if traversing activities are required only occasionally.

Annualized Salary Range: $77,600 - $126,100
Typical Annualized Hiring Range: $77,600 - $97,000
Final pay will be determined with consideration of market competitiveness, internal equity, and the job-related knowledge, skills, training, and experience you bring.
