Location: Southern California (Hybrid - SCE Offices, Project Sites, and Remote)

About the Opportunity

Strong Tower Consulting is seeking an experienced Contractor Management & Supervision Lead / Delivery Manager to support a major Project Management and Project Controls Services program for Client.

This role will serve as the day-to-day operational leader responsible for managing assigned consulting resources, ensuring service quality, coordinating onboarding and staffing activities, supporting stakeholder communications, and maintaining delivery excellence across multiple project management and project controls workstreams.

The successful candidate will act as the primary operational point of contact between Strong Tower Consulting and Client, ensuring resources remain productive, compliant, responsive, and aligned with client expectations.

This position is ideal for a senior delivery manager who combines strong people leadership, client-facing service management, and a working understanding of project management and project controls environments.

Position Overview

The Contractor Management & Supervision Lead will be responsible for overseeing the performance, readiness, and continuity of Strong Tower personnel supporting client programs and projects.

This role focuses on ensuring successful service delivery through proactive management of:

  • Resource performance and accountability
  • Stakeholder communication
  • Recruiting coordination and staffing continuity
  • Consultant onboarding and offboarding
  • Training and compliance tracking
  • Quality assurance and corrective actions
  • Safety readiness and field support
  • Timesheet and invoice coordination
  • Service reporting and governance
  • Risk, issue, and escalation management

The role will work closely with client stakeholders, recruiting teams, project managers, project controls professionals, and executive leadership to ensure successful contract execution.

Key Responsibilities

Contractor Management & Personnel Supervision

  • Provide day-to-day leadership and supervision of assigned consultants and contractors.
  • Monitor resource performance, productivity, responsiveness, and utilization.
  • Conduct regular performance reviews, coaching, and development discussions.
  • Address performance concerns and implement corrective actions when required.
  • Maintain staffing continuity plans and succession strategies.
  • Support employee engagement, retention, and team effectiveness.

Client & Stakeholder Management

  • Serve as the primary operational point of contact for client stakeholders.
  • Build strong working relationships across project teams and leadership groups.
  • Manage communications related to staffing, onboarding, service delivery, and escalations.
  • Coordinate stakeholder feedback and implement improvement actions.
  • Ensure timely response to operational and resource-related concerns.

Staffing & Resource Management

  • Coordinate staffing requests and workforce planning activities.
  • Partner with recruiting teams to support candidate sourcing and pipeline management.
  • Participate in candidate screening and interview coordination.
  • Track open positions and staffing requirements.
  • Develop backup staffing strategies and replacement plans.

Onboarding & Resource Readiness

  • Manage consultant onboarding and offboarding processes.
  • Ensure completion of:

o Background checks

o Client onboarding requirements

o Safety training

o Cybersecurity training

o Data privacy training

o System access provisioning

o Site readiness requirements

  • Monitor readiness milestones to support successful project starts.

Quality Assurance & Service Delivery

  • Support quality management and service excellence initiatives.
  • Coordinate quality reviews and deliverable tracking activities.
  • Monitor service metrics and performance indicators.
  • Implement lessons learned and continuous improvement processes.
  • Ensure deliverables are accurate, timely, consistent, and audit-ready.

Project Management & Project Controls Support

Maintain a working understanding of:

  • Project scheduling
  • Cost controls
  • Forecasting

  • PMO operations

Collaborate with functional leaders to ensure delivery consistency across project teams.

  • Support incident, near-miss, and environmental issue escalation procedures.
  • Reinforce compliance with client policies and regulatory requirements.

Data Security & Confidentiality

  • Ensure proper handling of confidential client information.
  • Support compliance with cybersecurity and privacy requirements.
  • Monitor access management and secure document handling practices.
  • Reinforce data governance standards across project teams.

Reporting & Governance

  • Lead recurring operational reviews and service governance meetings.
  • Maintain:

o Staffing dashboards

o Resource status reports

o Onboarding trackers

o KPI dashboards

o Issue logs

o Action trackers

o Escalation reports

  • Provide regular updates to client stakeholders and executive leadership.

Required Qualifications

  • 8+ years of experience in Delivery Management, PMO Operations, Program Management, Professional Services Management, Contractor Management, or related leadership roles.
  • Experience supervising multi-resource teams in a client-facing environment.
  • Demonstrated success managing consultants, contractors, or professional services personnel.
  • Experience coordinating recruiting, onboarding, and workforce planning activities.
  • Strong stakeholder management and communication skills.
  • Experience managing service performance, escalations, and corrective actions.
  • Understanding of project management and project controls disciplines.
  • Experience supporting governance, reporting, and operational review processes.
  • Knowledge of quality assurance and continuous improvement methodologies.
  • Ability to work effectively across business, operational, and technical teams.

  • Utility, energy, infrastructure, construction, or engineering industry experience.
  • Experience supporting client or other major utility organizations.
  • PMO, project controls, or large capital project experience.
  • Experience supporting field-based or construction-adjacent operations.
  • Experience managing teams of 10+ resources.
  • Familiarity with client onboarding, compliance, and audit-readiness processes.
  • Experience supporting hybrid and geographically distributed teams.
