Overview:
The client is seeking Telecom RFP Development through the following:
Responsibilities:
A. Discovery and Current-State Assessment The provider shall:
  • • Review RFP 5000 and related materials as background and context
  • • Identify:
  • o Services that should be retained
  • o Services requiring modernization or restructuring
  • o Services or technologies that should not be rebid
  • • Conduct structured discovery sessions with ITS staff to understand:
  • o Current statewide telecommunications usage
  • o Governance, operational, and procurement standards and constraints
  • o Desired future-state capabilities for RFP 6000.
B. Network Advisory Council (NAC) Support
  • The provider, under the direction of the Telecommunications Director, shall assist ITS in forming and facilitating a Network Advisory Council, consisting of representatives from separate logical entities throughout the state, as identified by ITS.
  • Responsibilities include:
  • • Supporting agency outreach and engagement
  • • Planning and facilitating NAC meetings and working sessions on-site at ITS
  • • Structuring discussions to gather agency input on:
  • o Service requirements
  • o Pain points
  • o Future needs
  • • Documenting and validating agency feedback
  • • Ensuring agency input is incorporated into RFP 6000 technical specifications
The intent of the NAC is to:
  • • Represent agencies early in the process
  • • Validate requirements before specifications are finalized
  • • Ensure statewide alignment while allowing for input from other local entities
C. On-Site Engagement
  • The provider shall maintain a regular on-site presence as required by ITS to support:
  • • Working sessions with ITS staff
  • o Project kickoff and initiation, vendor is expected to be onsite at least once per week.
  • • Agency or logical entity stakeholder meetings
  • • Specification drafting and review sessions
  • The provider shall designate a primary engagement lead responsible for coordination,
  • continuity, and overall delivery.
D. RFP 6000 Technical Specification Development
  • The provider shall utilize a team that includes qualified technical writers and telecom subject matter experts with demonstrated experience developing procurement-ready specifications for large-scale public-sector telecommunications solicitations. The provider team shall be responsible for drafting, editing, and ensuring clarity, consistency, and compliance across all category specifications.
  • Specifications shall include, at a minimum:
  • • Service descriptions and scope
  • • Minimum technical and operational requirements
  • • Performance expectations and SLAs
  • • Reporting and compliance requirements
  • • Transition, implementation, and migration considerations
Specifications must be:
  • • Vendor-neutral
  • • Scalable and flexible enough to accommodate evolving technologies over the contract term
  • • Aligned with current industry standards and best practices
  • • Written in clear language suitable for competitive procurement
E. Market and Industry Advisory
  • The provider shall:
  • • Provide insight into telecommunications market trends
  • • Advise on service models and contracting approaches (without recommending specific vendors)
  • • Assist ITS in ensuring RFP 6000 is structured to promote competition, innovation, and long-term viability
  • Deliverables
  • At a minimum, the provider shall deliver:
1. Project Work Plan
  • o Timeline, milestones, and engagement approach
  • o On-site and NAC engagement schedule
2. Current-State and Gap Assessment Summary
  • o Summary of legacy services identified
  • o Recommendations for modernization
  • o Recommendations for removal
  • o Recommendations for emerging technologies
  • o Identified risks and considerations
3. Network Advisory Council Artifacts
  • o Agendas and materials
  • o Attendance records
  • o Summarized agency feedback and decisions
4. Draft RFP 6000 Technical Specifications
  • o Draft specifications for all categories
  • o Iterative revisions incorporating ITS and agency feedback
5. Final RFP 6000 Technical Specifications
  • o Submission-ready technical sections aligned with ITS standards
  • Additional (at ITS request):
  • • Coordination of evaluation criteria and scoring guidance
  • • Vendor Q&A support language
  • • Executive-level summary materials
  • • Instructions for Use documentation.
Qualification:
Required Skills/Experience
  • Vendor must state qualifications to include organization of the company, number of years in business, number of years products/services of similar scope/size to this project have been sold, partnerships, etc.
Reference Requirements
  • • The Vendor must furnish three (3) references of similar scope and size to this project that will bear witness to the Vendor’s experience and qualifications in drafting technical telecom specifications.
  • • Required information includes customer contact name, address, telephone number, email address, and engagement starting and ending dates nThe provider shall include a dedicated technical writer and telecom subject matter experts responsible for drafting, editing, and ensuring consistency of all RFP 6000 technical specifications. The provider should provide details concerning the following:
  • • Experience developing large-scale telecommunications RFPs
  • • Experience in public-sector or multi-agency environments
  • • Ability to facilitate stakeholder and advisory groups
  • • Availability of qualified personnel for on-site engagement
  • • Independence from telecommunications vendors responding to RFP 6000
  • • Knowledge of:
Carrier services
Managed network services
Cloud and modern telecom architecture Conflict of Interest
  • The winning Provider selected to design the requirements, specifications, or evaluation criteria for this project is strictly prohibited from submitting a proposal, either as a prime contractor, sub- contractor, or consultant, for any subsequent Request for Proposal (RFP) or procurement related to the design project.
  • All potential conflicts of interest must be disclosed in the Provider’s proposal.
