Serves as a Special Advisor to the Headquarters, United States Army Europe and Africa (USAREUR-AF) Commanding General (CG). Organizationally, the position serves as the expert on strategic planning, operational capabilities and utilization of Land Forces from the Russian and Eurasian perspective, delivering the intellectual foundation that shapes Army and Joint Force understanding of adversary behavior. Provides expert technical intelligence analysis and advice on strategic and operational staging and movement of Land Forces within the AOR. Serves as a key strategic player and advisor to the CG on all aspect of Land Forces movement, integration and sustainment in support of USAREUR-AF goals and objectives in and for the European Alliance. Responsible for advice, research, discussion, and providing expert opinion to maintain an understanding and to develop guidance for the Commander, USAREUR-AF, on Land Forces in both Russia and Eurasian mission and operations. Provides direction of qualitative and quantitative, whole of government analysis and comparative assessment of strategies, intelligence, operations, activities, and potential friction points or issues pertaining to Russia and Eurasia. Also handles special projects that explore USAREUR-AF s balanced approach to operations, actions and activities throughout the European Command (EUCOM) area of responsibility as it relates to Russia diplomatic, military activities and the Russian Way of War program. The ultimate goal is to develop a comprehensive understanding of how USAREUR-AF activities, the application of instruments of US National Powers and the capabilities of Allied Land Forces affects Russia and Eurasia actions.

  • This position requires Russian language proficiency (oral and written) at Defense Language Proficiency level 2: Limited working proficiency.
  • Must be a U.S. Citizen. You will be required to provide proof of U.S. Citizenship.
  • Two year trial period may be required. You will serve a two-year probationary period unless you have previously completed the probationary period as a DISL.
  • You must sign a mobility agreement.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

INTELLIGENCE COMMUNITY SENIOR OFFICER CORE QUALIFICATION (ICSOCQ): Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Communitys (IC) mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the Intelligence enterprise and a shared commitment to the ICs core values.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:

Technical Qualification - Mandatory

  1. Must demonstrate extensive expertise in strategic intelligence analysis, operational planning, and the employment of Land Forces with a specialized focus on Russian and Eurasian military capabilities and doctrine. The candidate must show the ability to provide authoritative assessments and actionable guidance to senior leaders, shape Army, Joint and NATO Force understanding of adversary behavior, and represent USAREUR-AF in high-level forums with U.S. and Allied partners.

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.
