ROLE & PURPOSE
To serve as Specialist - Special Education Accounting for the Special Education Department.
QUALIFICATIONS
EDUCATION/CERTIFICATION
- High School Diploma/GED from an accredited institution, required.
EXPERIENCE
- Three years successful accounting/bookkeeping/clerical or office experience in a multi-task environment.
SPECIAL KNOWLEDGE/SKILLS
- Strong communication and interpersonal skills (written and verbal)
- General understanding of bookkeeping or accounting
- Ability to analyze data and balance reports.
- Ability to design spreadsheets; create simple formulas and reconcile financial data
- Work with minimal supervision.
MAJOR RESPONSIBILITIES & DUTIES
I. INSTRUCTIONAL MANAGEMENT
- Assist in processing and dissemination of materials.
- Communicate with vendors, schools or departments concerning problem invoices.
II. SCHOOL/ORGANIZATIONAL CLIMATE
- Perform routine office duties and promote a positive and efficient office environment.
- Assist department secretary with the annual budget process.
- Work collaboratively with colleagues in other Specialized Learning Departments.
III. SCHOOL/ORGANIZATIONAL IMPROVEMENT
- Maintain a list of all personnel coded to federal funds.
- Prepare reports and conduct research as requested by the Director and others.
- Input budget change transactions as needed.
- Implement communication and management systems to promote efficient and ensure accurate use of Special Education Funds.
IV. ADMINISTRATION & FISCAL/FACILITIES MANAGEMENT
- In collaboration with the Director of Special Education, plan distribution of Special Education funds for the upcoming fiscal year.
- Set up initial budgets for federal programs. Prepare documents for Board approval prior to these funds being posted on the system.
- Prepare and submit budget and amendments to TEA via E-Grants System.
- Process budget changes and journal entries.
- Answer questions concerning legality of expenditures of Special Education funds.
- Coordinate with Payroll and Personnel to assure correct payment of all personnel paid with Special Education Funds.
- Maintain a central fund used for unexpected needs and emergencies.
- Performs fiscal monitoring of check requests, audits all documentation, audits approval signatures.
- Performs fiscal monitoring of purchase orders, capital assets maintenance, monitors budget balance/charge codes/approval signatures.
- Verify vendor invoices and resolve any discrepancies; processes all disbursements.
- Provide monthly budget reports to the Director and Account Managers.
- Assist department secretaries with maintaining accountability worksheets for coordinators.
V. SCHOOL/COMMUNITY RELATIONS
- Serve as liaison between Special Education and Accounting, Budget, Accounts Payable and Purchasing Department.
- Work in conjunction with the Accounting Department to assure accurate and complete reporting of expenditures to TEA.
VI. PROFESSIONAL GROWTH & DEVELOPMENT
- Attend training sessions and staff development to update knowledge and skills.
- Attend and share information from TEA updates and webinars regarding Special Education funding.
- Attend scheduled staff and in-service meetings.
VII. OTHER DUTIES
- Any other responsibilities as designated by the Director of Special Education.

- Personal computer, printer, fax machine, copier, scanner, and calculator.
