JOB DESCRIPTION

JOB TITLE: Specialist - Special Education Data & Compliance

REPORTS TO: Coordinator - Compliance SPED

WAGE: Exempt

PAY GRADE: AI 2

PRIMARY PURPOSE:

The Special Education Data and Compliance Specialist supports the Special Services Department by coordinating and monitoring compliance with federal, state, and district requirements related to special education services. This position is responsible for maintaining accurate compliance systems, monitoring regulatory timelines, analyzing special education data, and supporting campuses in implementing compliant documentation and reporting practices.

The position plays a critical role in supporting the district's compliance with IDEA, TEA requirements, and state performance indicators while helping ensure the accuracy of TSDS/PEIMS reporting and Special Education funding documentation. The Specialist works collaboratively with district and campus staff to strengthen internal compliance systems, improve data integrity, and reduce compliance risk.

This position requires professional-level analysis, organization, and coordination to support evolving state accountability and funding requirements for Special Education programs.

QUALIFICATIONS:

Required:

  • Bachelor's degree in Education, Public Administration, Data Management, Business Administration, or a related field.
  • Three years of experience in a special education compliance role or related field.

Preferred:

  • Special Education certification
  • Five years of experience in Special Education compliance, data management, or program monitoring.
  • Experience with TSDS/PEIMS reporting processes.

SPECIAL KNOWLEDGE/SKILLS:

  • Knowledge of federal and state special education regulations, including IDEA and TEA compliance requirements.
  • Understanding of ARD/IEP processes, evaluation timelines, procedural safeguards, and documentation requirements.
  • Knowledge of Special Education funding accountability requirements and instructional arrangement reporting.
  • Familiarity with TSDS/PEIMS reporting systems and student information systems.
  • Experience with special education management systems such as Frontline/eSped or similar platforms.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to analyze data, identify trends, and monitor compliance indicators.
  • Advanced proficiency in Microsoft Excel, Google Sheets, and data management tools.
  • Ability to communicate effectively with campus and district personnel.
  • Ability to maintain confidentiality of sensitive student information and records.

MAJOR RESPONSIBILITIES:

Compliance Monitoring and Oversight

  • Monitor timelines for Initial Evaluations, Reevaluations, ARD meetings, and other compliance requirements to ensure adherence to state and federal regulations.
  • Track state performance indicators, including SPP 11 and SPP 12, and assist in maintaining district compliance targets.
  • Identify potential compliance concerns and communicate findings to leadership and campus staff.
  • Assist leadership with corrective action planning and follow-up related to compliance concerns.
  • Conduct routine internal audits of special education records and documentation.

Data Management and Reporting

  • Review Special Education data for accuracy, completeness, and compliance.
  • Assist with resolving TSDS/PEIMS fatal errors, data discrepancies, and reporting concerns.
  • Monitor instructional arrangement coding and related documentation to support accurate Special Education funding reporting.
  • Generate reports and data summaries for district leadership related to compliance indicators, timelines, and program data.
  • Maintain compliance tracking systems and audit-ready documentation.

Documentation and Records Management

  • Ensure evaluation reports, ARD documentation, and related records are properly maintained, organized, and archived.
  • Assist with preparing documentation for state monitoring reviews, audits, and compliance investigations.
  • Support campuses in correcting documentation deficiencies and compliance concerns.

Campus and Department Support

  • Provide guidance and technical support to campuses regarding Special Education compliance procedures and documentation expectations.
  • Assist staff with understanding compliance timelines, reporting requirements, and documentation procedures.
  • Support the development and implementation of procedures designed to strengthen district compliance practices and data integrity.
  • Collaborate with district departments to support accurate reporting and alignment of compliance processes.

WORKING CONDITIONS:

The usual and customary methods of performing the job's functions require the following physical demands: Office-based work environment. Frequent computer use, data analysis, and records review. Occasional travel to district campuses may be required. Ability to manage multiple projects, deadlines, and compliance priorities simultaneously.
