Job Summary

Western Midstream is seeking a Senior Air Quality Representative to join the Health, Safety, Security, and Environmental (HSSE) Team in either The Woodlands or Midland, TX. This position will provide leadership and oversight for air quality compliance and permitting programs supporting a diverse portfolio of oil, gas, and produced water operations across Texas and New Mexico.

The successful candidate will serve as a key advisor to Operations, Engineering, Commercial, and HSSE teams, ensuring compliance with applicable air quality regulations while supporting facility development, operational reliability, and business growth. This role offers the opportunity to drive compliance excellence, lead strategic program improvements, and help shape the future direction of Western Midstream's Southern Air Quality program.

Qualifications

  • Minimum of 8 years of experience leading air quality compliance and permitting programs within the oil and gas industry.
  • Strong knowledge of Texas, New Mexico, and federal air quality regulations applicable to oil and gas operations.
  • Experience developing and implementing compliance programs for oil and gas infrastructure, including gathering, compression, processing, treating, storage, and pipeline facilities.
  • Working knowledge of air permitting requirements, emissions inventories, regulatory reporting, and emissions calculations.
  • Experience conducting regulatory applicability analyses and evaluating compliance risks.
  • Proven ability to work effectively with Operations, Engineering, Commercial, Legal, and Regulatory stakeholders.
  • Strong communication, organizational, and project management skills.
  • Demonstrated ability to identify and implement process improvements.
  • Preferred:
  • Experience with New Mexico Ozone Precursor Rule, CDR, and emissions inventory programs.
  • Experience supporting environmental data management systems and compliance tracking tools.
  • Experience with BR&E, Toxchem, or similar process simulation software.

Responsibilities

  • Lead implementation and continuous improvement of air quality compliance programs across Texas and New Mexico operations.
  • Serve as a subject matter expert on state and federal air regulations, providing guidance on compliance obligations, regulatory applicability, and operational impacts.
  • Partner with Operations, Engineering, and Commercial teams to support business growth while proactively identifying and mitigating compliance risks.
  • Develop and maintain compliance strategies, procedures, and tools that improve consistency, efficiency, and regulatory assurance.
  • Prepare and submit regulatory reports, emissions inventories, compliance certifications, and permit-related deliverables.
  • Manage permitting activities for facility modifications, capital projects, acquisitions, and operational changes.
  • Lead compliance evaluations associated with Management of Change (MOC), Pre-Startup Safety Reviews (PSSR), and emissions event investigations.
  • Interface with regulatory agencies, consultants, and internal stakeholders to support compliance, permitting, inspection, and audit activities.
  • Support development and optimization of environmental data management systems and compliance tracking processes.
  • Identify opportunities to improve program performance, reduce regulatory risk, and strengthen compliance assurance across the organization.

Education

  • A Bachelor's Degree in Environmental Engineering, Chemical Engineering, Environmental Science, or a related technical discipline is required.
  • Grade and salary will be commensurate with relevant education and experience.

License / Certifications

  • A valid driver's license with no restrictions that would prohibit driving a company vehicle is required.

Travel Requirements

  • The percentage of travel required for this position is 10-20%.

Work Schedule

  • This position follows a hybrid schedule working in-office Monday, Tuesday, Thursday and working remote Wednesday and Friday. Monday-Thursday are 9 hours and Fridays are 4 hours.
