This position is responsible for implementing zoning and subdivision regulations, reviewing various development and land use applications and issuing permits.

  • Serves as the Case Manager for complex land-use applications, facilitating the approval process for annexations, subdivisions, zoning amendments, and large-scale commercial site developments.
  • Prepare staff reports and various public notifications for cases.
  • Conducts staff review meetings.
  • Presents to Planning Commission, Board of Adjustments, and City Council.
  • Administers the Zoning Ordinance and Subdivision Regulations.
  • Records and maintains all current and historic planning cases and documents.
  • Coordinates various projects with various city divisions and external agencies.
  • Provides guidance to developers and property owners related to the development review process.
  • Oversees the review and issuance of zoning permits for a diverse range of residential and commercial projects, including new builds, structural additions, and site improvements.
  • Issues Zoning Verification Letters and Zoning Violation Letters.
  • Performs other duties as assigned.
  • Knowledge of the principles and practices of community planning.
  • Knowledge of computers and job-related software programs.
  • Knowledge of city codes, zoning regulations, and subdivision ordinances.
  • Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.
  • Skill in preparing clear and precise reports.
  • Skill in reading maps, charts, and surveys.

SUPERVISORY CONTROLS

The City Planning Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES

Guidelines include American Planning Association publications, Wyoming State Statutes, the City Comprehensive Plan, the City Code, Zoning Ordinances, Subdivision Regulations, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied planning duties. Coordinating activities with a variety of stakeholders contributes to the complexity of the position.
  • The purpose of this position is to regulate land use and guide future planning. Success in this position contributes to the positive growth and development of the city.

  • Contacts are typically with coworkers, other city employees, planners, engineers, architects, attorneys, surveyors, landowners, and members of the general public.
  • Contacts are typically to exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while intermittently city, standing, or walking. The employee occasionally lifts light objects.
  • The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

MINIMUM QUALIFICATIONS

  • An undergraduate degree in planning or a closely related field OR equivalent experience in City/County planning for 5 years. A master's degree in planning or AICP certification or seventy-five (75) CM planning related credits may be used as a substitute for two (2) years of the five (5) years required.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Wyoming for the type of vehicle or equipment operated.
