The Senior Earned Value Specialist is responsible for providing expert Earned Value Management (EVM) implementation and management practices centered around developing and delivering advanced EVM training solutions, establishing comprehensive procedures, and offering strategic oversight to ensure compliance with government requirements and industry standards. Responsibilities: Provide expert implementation and management of EVM practices. Develop and deliver advanced EVM training solutions to address strategic training gaps. Establish and maintain comprehensive procedures and formats for EVM processes. Conduct advanced EVM workshops to enhance EVM skills within the program management community. Provide strategic oversight to ensure program management ownership of performance data. Prepare and maintain thorough EVM-related documentation and reports. Collaborate with cross-functional teams to support EVM initiatives and ensure data accuracy. Troubleshoot and resolve the most complex EVM-related issues. Mentor and guide junior and intermediate analysts on best practices and problem resolution. Participate in strategic planning and decision-making processes. Qualifications You Must Have: Bachelor's degree in Finance, Accounting, Business Administration, Engineering, or a related field. 6+ years of experience in EVM, project control, or a related field. Relevant experience can be considered as a substitute for the required educational qualifications. In the absence of a degree, a minimum of 10 years of related experience is required. Higher level relevant degree may substitute for experience. A proven background and competency in Earned Value Management. Ability to develop effective EVM procedures, training, and work instructions relative to regulatory standards and internal processes. Apply Earned Value Management concepts in working with federal government contracts, budget process, and fund management. Capability to perform in depth earned value data analysis, inclusive of data quality checks and Contract Data Requirements List (CDRL)/Subcontract Data Requirements List (SDRL) (IPMR, CFSR, CSDR, etc.) review. Advanced skills in Earned Value Management software (Deltek Cobra), and familiarity with scheduling software (MS Project) and self-service analytics (Power BI). Qualifications We Prefer: Experience in the Aerospace and Defense industry. Advanced knowledge of EVM principles and software tools. Proficiency in MS Office applications, particularly Excel. Master's degree in a related field. Professional certifications such as Project Management Professional (PMP), Earned Value Professional (EVP), or similar. Ability to resolve advanced Cobra troubleshooting and administration requests. Comfortable working independently on assigned tasks to fulfill requested changes, enhancements and updates to existing processes and tools. Competency documenting technical requirements & functional use of enterprise business application (Deltek Cobra). Continuous engagement to understand current and future tool capabilities relative to business needs. Ability to develop and conduct relevant stakeholder learning sessions. Foundational understanding of Program Management processes. Familiarity with DoD, government contracting and/or public auditing, policies, standards, and procedures. Familiarity with Generally Accepted Accounting Principles (GAAP) and Cost Accounting Standards (CAS). Knowledge of program finance processes, procedures, and tools.
