Basic Qualifications

Education Requirements:

Requires a Bachelor’s degree in Engineering, or a related Science, Technology or Mathematics field. Also requires 8+ years of job-related experience, or a Master's degree plus 6 years of job-related experience.  

 

Clearance Requirements:Department of Defense TS/SCI security clearance is required at time of hire. Candidates must be able to obtain a Polygraph within reasonable amount of time.  Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

We are seeking an experienced and driven Sr. Enterprise Operations Manager to lead operational excellence, technical performance, and system reliability for mission-critical IT systems supporting national security. This senior leadership role combines Enterprise Operations Management with Release Train Engineer (RTE) responsibilities, placing you at the heart of program-level Agile delivery and technical execution.

 

What You’ll Experience:

 

  • Lead Enterprise Operations – Oversee all operational and technical aspects of the production environment, including the service desk and CI/CD pipeline flowing from a lab environment.
  • Drive Agile Release Train (ART) Delivery – Serve as the Release Train Engineer, coordinating ART teams, facilitating Program Increment (PI) planning, and ensuring cross-team alignment and committed delivery.
  • Own ART Metrics – Gather, manage, and report all program-level and team-level ART metrics to drive data-informed decisions.
  • Lead Technical Managers – Lead, mentor, and provide strategic direction to a team of technical managers and team leads across the ART, overseeing day-to-day operations, performance management, and professional development to build and sustain a high-performing organization.
  • Engage Senior Stakeholders – Partner with top program leadership and government officials to support key mission objectives.
  • Drive Integration & Testing – Build strong relationships with program staff while leading system integration and testing efforts across the enterprise.

What You Bring to the Table:

 

  • Proven technical leadership experience managing engineering services across all facets of an operational IT environment.
  • Agile expertise with demonstrated ability to lead program-level initiatives and deliver results on time, on schedule, and within budget.
  • Strong communication and interpersonal skills to align and motivate cross-functional teams in a fast-paced, mission-driven environment.
  • Servant leadership mindset with a focus on enabling ART teams to succeed and deliver committed results.
  • Attention to detail and the ability to manage competing priorities under pressure.
  • Active TS/SCI clearance with willingness to obtain a polygraph.
  • IAT Level II certification (e.g., CompTIA Security+, GSEC, or SSCP). Required

What Sets You Apart:

 

  • SAFe Agile expertise – Deep knowledge of SAFe frameworks with proficiency in tools such as Jira, Rally, or Confluence.
  • Certified RTE – Formal RTE certification with a proven track record of successful Agile deliveries in roles such as RTE, SAFe Product Owner (PO), Scrum Master/Team Coach (SM), or Product Manager (PM).
  • IT Systems Depth – Extensive knowledge of IT tools and operating systems from a system administration, networking, security, AI, cloud, and configuration management perspective.
  • SAP/JSIG Experience – Deep understanding of working within a Special Access Program (SAP) environment with a strong grasp of security and information requirements under the JSIG.
  • Results-Driven – Demonstrated success improving system performance, delivery outcomes, and customer satisfaction.
  • Process Improvement Champion – Proven ability to drive collaboration and implement meaningful process improvements across teams.
  • IAT Level III (8570/8140) – Preferred but not required.
  • Identifies opportunities to apply AI for continuous improvement and innovation.
