YRCI is seeking part-time Senior HR Advisor to support our HR Remote Operations Center (HRROC™), located in Reston, VA. YRCI’s HRROC™ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts!

Support high-profile and high-volume delegated examining and merit promotion recruitment activities for various agencies.
Advise senior leadership on workforce planning/end to end hiring efforts which includes providing guidance on human capital/agency strategy plans and conducting workforce assessments.
Both ad hoc, and on a weekly basis, the contractor shall provide professional HR advisory services to the client; and take necessary action as a result of meeting outcome.
The Contractor shall support the client by participation in a variety of internal and external meetings, conferences, etc. Occasional travel on-site may be required.
Provide recommendations to leadership regarding various personnel administrative functions, which may include:Submission and tracking of HR related tickets/actions using electronic HR Information Systems (HRIS) and portals
Processing and developing personnel actions to include awards, details, reassignments, conversions, placements, adverse actions, and leave
Employee Pay and Benefits (Federal Employee Health Benefits Plan (FEHB), Federal Employee Life Insurance (FEGLI), and Federal Employee Retirement System (FERS)
Performance Management
Student Programs
Performing data analysis for one or more of the following areas:Employee Information Reports
Onboarding and Offboarding Reports
New Hire Reports
Turnover Reports
HR related data calls
Recruitment reports
Miscellaneous (Emergency contacts, Years of Service, Transfer, Office Information, and Demographics)
Apply knowledge and experience to support the training and development of HR professionals.
Job Requirements
Must be a US Citizen
A minimum of Six (6) years of experience providing a broad range of Federal HR advisory services in the areas of Title 5 United States Code (U.S.C.) recruitment, staffing, classification, processing and placement. 4 of those years must have been recent experience in position classification.
Must also have experience supporting programs related to Performance Management, Student Trainee Programs, or Senior Executive Service SES and executive recruiting.
Apply and interpret Federal HR laws, policies, and agency-specific operating procedures.
Attention to detail, data quality, and data integrity.
Must be skilled use of Microsoft Office Suite.
Must have a high degree of customer service.
Master’s degree highly desirable.
Position is primarily performed via telework, however occasional travel on-site to Washington, DC may be required for meetings.
Must be able to obtain and maintain the government-required security clearance.
