SUMMARY: Under the direction of the Director, this role oversees operational functions and supports the strategic initiatives of the Human Resources Department. Responsibilities include interpretation and alignment with board policy and collective bargaining agreements, leaves of absence, benefit administration, recruitment and retention, and data analytics.
QUALIFICATIONS:
- Bachelor's Degree in Human Resources, Business Administration or related field; required.
- Minimum of 5 years of progressively responsible human resources experience; required.
- Prior experience in public school human resources; preferred.
- Knowledge of the principles and practices of human resources management.
- Excellent interpersonal/written communication skills.
- Knowledge of federal laws and state regulations affecting human resources management.
- Ability to interpret collective bargaining agreements
- Familiarity with applicant tracking systems and analytical skills with proficiency in data analysis tools.
- Ability to establish and maintain effective working relationships.
- Ability to analyze needs and resources and to recommend and communicate solutions effectively to the Director.
- Ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures. Ability to analyze data and present ideas effectively, and make and communicate decisions.
- Ability to create complex documents using word processing, data base, and spreadsheet software.
- Ability to plan and manage department projects.
PRIMARY DUTIES AND RESPONSIBILITIES:
- Oversees and evaluates employee recruitment and retention activities, including data analytics, forecasting, engagement and wellness activities, attends job fairs, and development of recruitment strategies in conjunction with administration.
- Conducts research pertaining to employee relations, benefits, recruiting and employee evaluations; and conducts studies and analysis of classifications and compensation;
- Provides oversight and support to supervisors and staff regarding employee evaluations and manages the evaluation software platform.
- Administers and monitors the district's employee benefits program and leaves of absence in compliance with FMLA, ADA, ACA, state law, and collective bargaining agreements.
- Assists with employee engagement and wellness activities in coordination with district committees.
- Provides oversight and coordination of recruitment, onboarding, and serves as the district's LASO for the oversight of background checks and fingerprinting.
- Supports the Director with counsel to employees on complaints, difficulties, and development, and assists with thorough, objective workplace investigations.
- Participates in labor/management activities, including preparation and strategy for negotiations, grievance processing, and contract maintenance activities.
- Establishes positive/effective relationships and communications with BAISD staff, constituent districts, partner organizations, and community members.
- Recommends policy changes; develop and implement human resource rules, regulations, policies and procedures.
- Assists with processing and providing authorized requests for information. (i.e., FOIA requests).
- Assure mandated statutory or policy information is communicated and followed.
- Be present in buildings with regular and continued attendance and punctuality.
- Follow all Board Policies and Guidelines.
