Pre-Employment Requirements

GENERAL STATEMENT OF DUTIES

Performs a wide range of advanced professional and technical Human Resources and Labor Relations duties, including classification, recruitment and selection, employee training, Workers' Compensation and benefits, employee relations, personnel policies, and labor relations, while maintaining documentation related to these activities.

DUTIES AND RESPONSIBILITIES

  • Consults and advises Department Directors, Executives, Supervisors, Attorneys, and other top City Officials concerning Human Resources planning, recruitment strategies, testing processes, classification, contract interpretation and all other Human Resources issues.
  • Assists department heads and supervisors in the resolution of employee related problems and provides counsel to them in the negotiation and promulgation of "work" rules and in the investigation and resolution of grievances. May serve as the Citys designee at the third step and beyond of the grievance procedure.
  • Provides guidance to City officials on Human Resources matters.
  • Assists the Director of Human Resources and Labor Relations with the implementation of Human Resources and Labor Relations policies and procedures.
  • Responds to inquiries from employees and the public regarding job openings and personnel matters; interprets union contracts, policies, rules, and regulations; advises staff and management on procedures and practices; and analyzes HR and labor relations data to provide recommendations to management.
  • Assists the HR Director with coordination and development of various training programs for employees and City Officials as required.
  • Coordinates and participates in investigations of potential employee misconduct, maintains detailed documentation of the investigation, and makes recommendations based on findings to resolve issues.
  • Assists departmental staff with recruitment, including job postings, advertisements, exams, and evaluating credentials and background checks; provides recommendations on staffing, recruitment and selection.
  • Assists staff in maintaining the City's job classification plan by revising or creating job descriptions, conducts job and classification studies, makes classification recommendations, and processes wage increase requests to ensure fair and equitable compensation.
  • Coordinates and participates in employee harassment complaints and coordinates their resolution. Schedules meetings, writes responses and makes recommendations to the Human Resources & Labor Relations Director.
  • Assists in the maintenance of processing payroll changes including step increases; calculates and maintains employee seniority; inputs promotions and separations; maintains classified seniority lists and determines layoff, recall, and bumping rights as applicable; and prepares required reports and lists.
  • Oversees the City of Flint Drug & Alcohol testing program, including employee training, record maintenance, coordination of required testing (random, reasonable suspicion, post-accident, follow-up and pre-employment), CDL certification monitoring, and completion of the annual DOT CDL audit.
  • Facilitates the timely processing of City's Unemployment Compensation claims and represents the city in unemployment compensation hearings as required.
  • Assists in collecting and compiling data for mediation, fact-finding, and grievance or interest arbitration hearings; participates in formal hearings and proceedings involving employee grievances and disputes; and makes recommendations to resolve these issues.
  • Participates in the processing of the City of Flint Worker's Compensation insurance program, including communicating and consulting with injured employees, department/division directors and Third-Party Administrators.
  • Works collaboratively with departmental staff, participates in the leave of absence program, including FMLA, sick leave and short-term disability with Third-Party Administrators. Communicates and provides information to departments relative to the employee's work status as required.
  • Participates in union contract negotiations as required.
  • Responsible for coordinating the collection and compilation of data necessary to respond to FOIA, PERA and other legal requests.
  • Develops, compiles, and prepares regular annual and special reports (e.g., EEOC, Workers' Compensation, OSHA, and ADA compliance); collects, maintains, and submits OSHA-required injury and illness data, ensuring timely and accurate reporting in accordance with federal and state regulations.
  • Processes life insurance claims related to the death of an employee, ensuring accuracy, compliance, and timely coordination with beneficiaries and insurance providers.
  • Assists and participates in enrolling newly hired employees in the retirement system and process separations or terminations as required.
  • Oversees and administers the tuition reimbursement program in accordance with City policies and applicable collective bargaining agreements, including eligibility review and reimbursement processing.

MINIMUM ENTRANCE REQUIREMENTS

  • Bachelor's degree in Human Resources, Labor Relations, Public Administration, Business Administration, or a closely related field
  • Three (3) to five (5) years of progressively responsible experience in human resources, including at least one (1) year performing labor relations responsibilities such as grievance administration, contract interpretation, collective bargaining support, or disciplinary proceedings.

Benefits offered include the following:

Retirement Program: City of Flint eligible employees participate in the MERS hybrid plan. The MERS Hybrid Plan offers you two important tools. The stability and security of a defined benefit plan, combined with the flexibility and investment choice of a defined contribution plan to help you achieve your retirement goals. At retirement, you'll receive a modest lifetime defined benefit (DB) and a separate defined contribution (DC) account you manage.

The DC plan requires an employee pretax irrevocable contribution of 1%-5% (Exempts employees contribute 5%). The employer pays the DB portion and matches the employees DC contribution. (Maximum employer match is capped at 10% for both the DB & DC. DB is always funded first). Employee contributions are 100% vested. Employer DC contributions vest at 20% per year and fully vest after 5 years. DB portion vests after 6 years and is payable at age 60. The City of Flint is a reciprocal employer under Act 88

Insurance Benefits: The City of Flint offers medical insurance (HAP and BCBS of Michigan), dental and vision to eligible employees, their spouses, and qualified dependents. Life & AD&D and short-term disability are available for free to eligible employees after six months of employment. The City of Flint offers a $100 per month opt-out payment for any employee who has other insurance coverage through a spouse or former employer and chooses not to take the City's medical insurance.

Eligible employees can also enroll in flexible spending accounts for both medical and dependents. They have immediate access to the full amount selected while paying back that amount with pre-tax payroll deductions over the following year.

City of Flint eligible employees also participate in an HCSP plan for future retiree health care costs. Employees contribute $600 pre-tax yearly ($23.08 each pay they work and/are paid 40 hours regular wages) and the employer matches $1500 yearly ($57.70 each pay they work and/are paid 40 hours regular wages). This plan is available for use after termination of employment. (The employer match is vested 20% each year and 100% vested after 5 years.)

EAP: The Ulliance Life Advisor Employee Assistance Program is designed to help employees, their spouses or live-in partners and their dependents through the age of 26 with the many personal/work challenges that we all encounter from time to time. The Ulliance Life Advisor Employee Assistance Program is confidential, and no cost to eligible employees, spouses/partners or covered dependents.

Voluntary Plans: The City of Flint also allows eligible employees to participate in voluntary supplemental programs. Aflac, Colonial, Equitable 457 plan and Mission Square 457 plans are available to employees. The 457 plans require pre-tax deductions. The 457 plans also allow employees to borrow up to 50% of their balance with a 5-year repayment schedule.

Professional Development: Eligible employees can apply for a $500 educational reimbursement per calendar year. Curriculums must be job-related courses from an accredited educational institution while maintaining a full-time employment status.

Student Loan Forgiveness: As an employee of the City of Flint, you may be allowed to participate in programs that forgive the balance of qualifying student loans. Information to help determine if you qualify is available from the US Department of Education.

Paid Holidays: Eligible employees receive holidays each year including New Year's Eve and Day, Martin Luther King Jr. Day, Memorial Day, Juneteenth, the 4th of July, Labor Day, Thanksgiving, Christmas Eve and Day. ( Sworn Officers receive Easter Sunday holiday instead of New Year's Eve holiday).

PTO (Paid Time Off): PTO is provided according to union contracts and/or exempt policies to eligible employees. Earned PTO balances carry over each year and are paid out at termination for any employee with 6-month seniority.

Flex (Comp Time): Sworn Officers are allowed to bank overtime at 1.5 hours x hours worked. Flex time is used as leave time and the employee is paid out for any unused eligible hours at termination.
