Job Summary:
Senior Human Resources Manager serves as the on-the-ground HR leader for VinFast Manufacturing's new electric vehicle manufacturing facility in Raleigh, North Carolina. This is a foundational role responsible for building the HR function from the ground up-establishing policies, processes, compliance frameworks, and an employee handbook tailored to North Carolina employment law and manufacturing operations.
Responsibilities & Key Activities:
- North Carolina HR Regulatory Compliance & Policy Development
- Serve as the subject matter expert on North Carolina employment law and ensure all HR policies, practices, and documentation comply with NC-specific statutes and regulations.
- Monitor and interpret changes in North Carolina and federal employment legislation and proactively update policies to maintain compliance.
- Employee Handbook & HR Policy Framework
- Author and maintain a comprehensive employee handbook for the VinFast Manufacturing North Carolina entity, ensuring alignment with both NC state law and VinFast global policies.
- Draft policies covering employment classifications, at-will employment provisions, anti-harassment and discrimination, workplace safety, attendance, leave of absence (FMLA, ADA interactive process, NC-specific leave provisions), drug and alcohol testing, disciplinary procedures, and termination protocols.
- Payroll Setup & Administration
- Lead the establishment of the payroll function for the VinFast Manufacturing North Carolina entity, including vendor selection, system implementation, and process design.
- Ensure accurate and timely processing of payroll for all manufacturing employees, including hourly, salaried, and shift-differential compensation structures.
- Manufacturing HR Operations & Employee Relations
- Partner with plant leadership on workforce planning, staffing models, and headcount forecasting to support manufacturing ramp-up timelines.
- Lead talent acquisition efforts for manufacturing roles including production operators, technicians, quality inspectors, maintenance staff, and supervisory positions.
- Manage employee relations matters including investigations, conflict resolution, performance management, and disciplinary actions in compliance with NC employment law.
Requirements:
- Minimum 8-10 years of progressive HR experience, with at least 5 years in a manufacturing or industrial environment.
- Deep working knowledge of North Carolina employment law and HR regulatory requirements, including NC Wage and Hour Act, NC Workers Compensation, NC OSHA, REDA, and NC DES procedures.
- Demonstrated experience authoring and implementing employee handbooks for new or greenfield manufacturing operations.
- Hands-on experience establishing payroll operations for a new entity, including vendor selection, tax registration, and system implementation.
- Strong understanding of federal employment laws (FLSA, FMLA, ADA, Title VII, WARN Act, COBRA, ERISA) and their interaction with NC state law.
- Experience managing employee relations, investigations, and performance management in a manufacturing setting.
- Proficiency with HRIS and payroll systems (e.g., Paychex, ADP, Workday).
- SHRM-CP/SHRM-SCP or PHR/SPHR certification preferred.
Preferred Qualifications:
- Experience in automotive, EV, or manufacturing environments.
- Prior experience supporting a greenfield plant launch or startup manufacturing operation from pre-production through ramp-up.
- Familiarity with NC workforce compliance requirements.
- Experience with multi-shift, high-volume manufacturing workforce management.
- Experience working within a globally headquartered organization with parent company dynamics is a plus.

Physical Requirements & Work Environment:
- This position is based on-site at the VinFast Manufacturing facility in Raleigh, North Carolina.
- The role requires regular presence on the manufacturing floor and office areas.
- Candidates should be comfortable working in an industrial environment and able to navigate a manufacturing plant, including standing and walking for extended periods.
- Standard office work including computer use is also required.
- Occasional travel to VinFast's corporate offices may be necessary.
