Position Overview
The Sr. Intelligence Planner (Intel Plans Integration) employs deep intelligence planning expertise to integrate Defense and National Intelligence capabilities into operational planning activities across the Department of Defense. This role directly supports USCYBERCOM mission planning by ensuring intelligence collection, analysis, targeting, and assessment activities are fully synchronized with joint and cyberspace operational planning processes to enable decisive and timely effects in the cyber domain.
Primary Responsibilities
" Integrate Defense and National intelligence support capabilities, including collection, analytic, and targeting activities, into operational and campaign planning efforts
" Support deliberate planning, crisis action planning, and time-sensitive planning in accordance with JOPES
" Provide cyberspace intelligence planning support for USCYBERCOM missions and recommend efficient use of intelligence resources
" Review and report on strategic guidance applicable to cyberspace intelligence operations
" Coordinate production of National Intelligence Support Plans (NISP), Annex B, and Functional Support Plans
" Assess intelligence planning effectiveness and recommend production adjustments as necessary
" Ensure intelligence planning activities are integrated and synchronized with J3, J5, and J7 battle rhythms
" Assist government focal points to Joint Planning Groups (JPG) and Operational Planning Teams (OPT) for intelligence support activities and communicate feedback to J2/JIOC matrix teams
" Develop, manage, and coordinate intelligence task lists identifying required intelligence products and responsible J2 divisions
" Identify, coordinate, and deconflict deadlines and scope for intelligence production requests
" Coordinate and articulate requirements for JIPOE and supporting planning products
" Provide policy and strategy support to intelligence directorate leadership
" Participate in Intelligence Planning Steering Groups (IPSG) to determine scope and level of intelligence planning support
" Integrate CCMDs, Service Components, IC elements, and NSA into planning efforts to deconflict and synchronize intelligence support
" Assist J2 support to USCYBERCOM Integrated Joint Special Technical Operations and facilitate Intelligence Estimates, PIRs, CoG analysis, MLCOA/MDCOA development, and other intelligence planning requirements
" Coordinate with targeting support and synchronize J2 intelligence efforts supporting EOIs and Target Development Nominations (TDNs)
" Work collaboratively with intelligence and defense professionals to synthesize a common operational picture and identify gaps
" Develop methodologies for tracking command progress against strategic initiatives and policy implementation
" Draft and respond to policy and strategy taskings with accuracy and timeliness
Required Qualifications
" 8+ years of relevant intelligence planning experience
" Experience with intelligence planning, operations, collection, and crisis management
" Demonstrated experience integrating intelligence support into joint and cyberspace operational planning
" Familiarity with JOPES, Joint Planning Groups (JPG), and Operational Planning Teams (OPT)
"Experience with intelligence analysis and collaboration platforms, including Tripwire Analytic Capability, Intellipedia, Palantir, and Microsoft OneNote
"Experience with intelligence databases, knowledge management, and information systems, including MIDB, WISE Information Management System, Network Knowledge Base, iSpace, Pathfinder, and Automated Message Handling System (AMHS)
" Experience with cyber intelligence, targeting, and operational planning tools, including Cyber Common Operating Picture (CyberCOP), Cyber Threat Matrix, Target Knowledge Base (TKB), FoxTrail, and CENTAUR
" Ability to work collaboratively across intelligence, operational, and interagency stakeholders
" Active TS/SCI clearance with CI Poly
Pay Range
$110,000 $135,000
The Ennoble First pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
