The Role

The Manager, Access Management & Carrier Relationships is responsible for managing and optimizing external network access agreements and strategic partner relationships that support the company’s network operations and growth objectives. This role oversees the full lifecycle of access agreements—including collocation space and power, fiber distribution procurement, pole attachments, and Rights to Use (RTU) network facilities—ensuring contractual compliance, financial accuracy, and operational performance.

The position serves as a key liaison between internal stakeholders and external partners, leading operational performance reviews, monitoring Service Level Agreements (SLAs), and driving issue resolution to meet performance targets. The role requires strong cross-functional collaboration with legal, engineering, procurement, finance, and operations teams to support agreement execution, financial reconciliation, and continuous improvement.

This individual brings a strong combination of contract management expertise, financial acumen, and relationship leadership, with the ability to analyze performance metrics, resolve disputes, and communicate clearly at all levels—including delivering executive-level presentations and recommendations.

 

The Main Responsibilities

  • Manage relationships and administer access agreements with external companies, including collocated network space (space and power), fiber distribution cable procurement, pole attachments, and Rights to Use (RTU) network facilities.
  • Prepare for and lead operational performance reviews with internal leaders and external stakeholders, presenting key metrics and recommendations.
  • Monitor and manage Service Level Agreements (SLAs) between companies, ensuring performance targets are met and issues are promptly resolved.
  • Foster and maintain strong relationships with network partners to support operational excellence and mutual business objectives.
  • Coordinate cross-functionally with legal, engineering, procurement, finance, and other relevant teams to support agreement management and execution.
  • Reconcile all network-related invoices, validate SLA penalties, and resolve invoice disputes in collaboration with finance and vendor teams.
  • Maintain accurate documentation and reporting for all agreements, financial transactions, performance reviews, and related activities.

Qualifications:

·          Bachelor’s degree in Business, Project Management, Finance, Telecommunications, or a related field.

·          8+ years of experience working with major telecommunications vendors and service providers.

·          Demonstrated experience with access agreements, network partnerships, infrastructure contracts, and financial reconciliation.

·          Familiarity with telecom industry practices, including collocation, fiber procurement, Pole Agreements, Right to Use (RTU) agreements, and invoice management.

·          Experience leading cross-functional meetings and performance reviews with senior leaders.

·          PMP or similar project management certification is a plus.

·          Advanced proficiency in financial analysis and reconciliation preferred.

 

Compensation

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.

 Location Based Pay Ranges:

$100,000-$140,000
