Description:

• 16+ years of experience. Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.
• The District of Columbia Government, Office of the Chief Technology Officer is seeking to acquire an Enterprise Resource Planning (ERP) Technical manager with knowledge of overall PeopleSoft HCM application .Also to support the modernization efforts of the District’s Financial and Budget Systems.
• This position shall be utilized to lead and support the overall PeopleSoft HCM application upgrade. Also support modernization efforts of the Office of the Chief Financial Officer’s (OCFO) Finance and Budgets Systems. The incumbent shall demonstrate knowledge of both technical development and business process design.

Responsibilities:

• Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.
• Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operation time, and form of desired results.
• Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.
• Provides consultation on complex projects and is considered to be the top level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.
• Formulates and defines systems scope and objectives based on both user needs and a thorough understanding of business systems in implementation of any customizations that is required by DCHR or OPRS as per industry standards.
• Provide subject matter expertise in PeopleSoft Payroll, Commitment Accounting and Position Management.
• Analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.
• Provides consultation on complex projects and is considered to be the top-level contributor/specialist of most phases of systems analysis, while considering the business implications of the application of technology to the current and future business environment.
• Understands Budgeting and Position Management in a State and Local government environment.
• Prior experience with the development of data extraction, translation and load programs is required.

• 16+ yrs of PeopleSoft Technical & Functional combined experience 
• 16+ yrs Software Development Lifecycle experience
• 16+ yrs requirements gathering and documentation
• 16+ yrs MS Office/PowerPoint experience
• Bachelor’s degree in IT or related field or equivalent experience
• 8 years of PeopleSoft HCM modules knowledge
• 10 years of PeopleSoft Technical lead experience
• 15 years of Oracle SQL  experience
• 10 years of experience with PeopleSoft PeopleTools Experience - Application Designer, Peoplecode, Application Engine, Integration Broker and others 
• 10 years of PeopleSoft Upgrade Experience
