Qualifying Questions:

Summary:
Leads end-to-end FAR15 proposal and subcontract lifecycle, from RFP through negotiation and award.
Conducts market research and supplier cost/price analysis to establish fair and reasonable pricing.
Builds strong negotiation positions using cost models, should-cost analysis, and BATNA to secure best value.
Executes FAR15 subcontracts in compliance with FAR, DFARS, and Truthful Cost or Pricing Data (TCPD) requirements.
Manages key program suppliers and develops strategies to achieve long-term agreements and stable pricing.
Analyzes supplier cost data and performance metrics to support sourcing decisions.
Mentors and trains team members on FAR15 compliance, cost narratives, and source justification.
Uses SAP, MS Office (Excel, SharePoint) and other business tools for subcontract management and tracking.
Manages multiple subcontract types including FFP, CP, and CPIF.
Coordinates with Pricing, Engineering, and Programs to reconcile cost data and cure proposal defects.
Requirements:
Must be a U.S. Person (as defined by ITAR).
Minimum 3–5 years of experience in Sourcing, Procurement, Supply Chain, Contracts, Business, or Finance.
Subcontracting experience in a FAR15 environment (end?to?cycle proposal and award).
Experience with Federal Acquisitions Regulations (FAR) and Defense FAR Supplement (DFARS).
Strong negotiation skills and process knowledge for FFP, CP, and CPIF contract types.
Experience with Truthful Cost or Pricing Data (TCPD) and cost/price analysis.
Experience managing subcontractors during all phases of the program lifecycle.
Proficiency with MS Office Suite (Excel, Word, PowerPoint) and SAP.
Ability to interpret and negotiate terms and conditions in subcontracts.
Detail?oriented with capability to manage multiple tasks simultaneously and work independently.
