Lead Subcontracts Specialist – FAR Part 15

Location: Onsite for first 90 days; Hybrid option available thereafter
Pay Rate: $48.00–$50.40/hour, based on experience
Citizenship Requirement: U.S. Citizenship / U.S. Person required due to contractual requirements

Position Overview

We are seeking an experienced Lead Subcontracts Specialist to support government contracting and sourcing activities for key Client programs within a FAR Part 15 environment. This role will lead the full lifecycle of FAR 15 proposals and subcontracts supporting the Mechanical Assembly Government Sourcing team, from initial proposal development and supplier engagement through negotiation, award, fulfillment, and long-term agreement execution.

The ideal candidate will have hands-on experience with FAR/DFARS-compliant subcontracting, supplier negotiations, cost and price analysis, Truthful Cost or Pricing Data (TCPD/TINA), and government procurement requirements. This individual will be expected to take ownership of securing parts under contract quickly and effectively while establishing long-term supplier agreements that provide competitive pricing, supply stability, and regulatory compliance.

This position will also serve as a commodity leader and mentor, providing guidance to other team members and helping establish effective sourcing and subcontracting strategies.

Key Responsibilities

  • Lead the end-to-end FAR Part 15 subcontracting process, from RFP/proposal development through negotiation, award, and contract execution.

  • Develop and execute compliant subcontracts in accordance with FAR, DFARS, TCPD/TINA, and applicable government acquisition regulations.

  • Partner closely with Pricing, Engineering, Program Management, Finance, and Supply Chain to develop complete and accurate FAR 15 proposal packages.

  • Conduct market research, supplier cost analysis, historical pricing reviews, and other activities necessary to establish fair and reasonable pricing.

  • Develop strong negotiation strategies, including cost models, should-cost analyses, market intelligence, historical data, negotiation objectives, and alternatives.

  • Lead negotiations with suppliers to secure competitive pricing, favorable terms and conditions, delivery commitments, and appropriate risk protections.

  • Quickly negotiate and place critical parts on contract while maintaining compliance with government contracting requirements.

  • Develop and negotiate long-term agreements (LTAs), purchase orders, and subcontracts that provide long-term supply stability and competitive pricing.

  • Manage key program suppliers throughout the subcontract lifecycle and resolve commercial, pricing, delivery, and contractual issues.

  • Support various subcontract types, including Firm Fixed Price (FFP), Cost Plus (CP), Cost Plus Incentive Fee (CPIF), and other applicable contract structures.

  • Review and evaluate supplier proposals, cost and pricing data, supporting documentation, and contractual terms.

  • Ensure required cost/pricing data and supporting documentation are complete, accurate, current, and adequately supported for government submission and audit requirements.

  • Identify compliance gaps, pricing risks, data deficiencies, and contractual risks and develop appropriate mitigation strategies.

  • Build supplier strategies that optimize cost, quality, delivery, risk, and overall value to Client.

  • Negotiate terms and conditions while balancing business requirements, regulatory compliance, supplier relationships, and program objectives.

  • Track proposal and subcontract activities to ensure deliverables are completed accurately and on schedule.

  • Maintain accurate subcontract and supplier documentation within applicable business systems.

  • Utilize SAP, Microsoft Excel, Microsoft Office, and other procurement/business tools to support sourcing and subcontract management activities.

  • Serve as a subject-matter resource for FAR 15 subcontracting and government sourcing activities.

  • Lead a commodity or group of suppliers and provide direction on sourcing and subcontracting strategies.

  • Mentor and train team members on FAR 15 processes, negotiation strategies, proposal development, compliance requirements, and subcontract execution.

  • Develop and improve processes, templates, checklists, and best practices to increase contract penetration, reduce cycle time, and minimize rework.

Required Qualifications

  • 3–5+ years of experience in sourcing, procurement, supply chain, subcontract management, contracts, business, finance, or a related field.

  • Demonstrated FAR Part 15 subcontracting experience.

  • U.S. Citizenship / U.S. Person status due to contractual and government requirements.

  • Experience negotiating with suppliers and managing supplier relationships.

  • Strong understanding of FAR and DFARS requirements.

  • Experience with Truthful Cost or Pricing Data (TCPD/TINA) requirements.

  • Strong negotiation, analytical, problem-solving, and decision-making skills.

  • Ability to manage multiple proposals, suppliers, contracts, and deadlines simultaneously.

  • Excellent written and verbal communication skills.

  • Strong attention to detail and ability to independently manage complex assignments.

  • Ability to work effectively with cross-functional teams and external suppliers.

Preferred Qualifications

  • Bachelor's degree in Supply Chain, Procurement, Business, Finance, Engineering, or a related discipline.

  • Experience supporting defense, aerospace, government contracting, or other highly regulated industries.

  • Experience managing subcontractors through the full program lifecycle.

  • Experience with FFP, CP, CPIF, and other government contract structures.

  • Strong knowledge of government acquisition and subcontracting practices.

  • Experience performing cost/price analysis, should-cost analysis, market research, and supplier proposal evaluations.

  • Experience negotiating LTAs, purchase orders, and strategic supplier agreements.

  • Experience with SAP and advanced Microsoft Excel.

  • Experience working with government proposals and audits.

  • Ability to interpret and negotiate commercial and government terms and conditions.

  • Demonstrated experience mentoring, training, or leading other procurement/subcontract professionals.

Ideal Candidate Profile

The successful candidate is a hands-on government subcontracting professional who understands both the commercial and regulatory sides of procurement. They should be comfortable moving quickly from proposal to negotiation to contract award, while maintaining strong documentation and FAR/DFARS compliance.

This individual should be confident leading supplier negotiations, partnering with Pricing and Program teams, identifying cost and contractual risks, and developing strategies that secure parts quickly, competitively, and compliantly.

The role is particularly suited to someone who can operate as both an individual contributor and team leader—owning a commodity, mentoring team members, and driving complex FAR 15 subcontracting activities to successful completion.

Work Arrangement

  • First 90 days: 100% onsite

  • After 90 days: Hybrid work option may become available based on business requirements and performance.

  • Worker will utilize TWB for weekly time reporting.

  • Supplier will register the worker in Fieldglass; the worker will not require direct Fieldglass access.
