Vector Talent Solutions is a veteran-owned workforce solutions firm dedicated to helping organizations identify, attract, and hire top talent. We are currently seeking a Senior Project Controls Manager for a client supporting Bonneville Power Administration projects in Vancouver, WA.
The Senior Project Controls Manager will lead project controls across a large, multi-project program, including cost management, scheduling, earned value management, and performance reporting. This role will oversee the integrated cost and schedule baseline, lead project controls staff, and serve as the primary project controls contact for the client, project leadership, and auditors.
Key Responsibilities
- Lead cost engineering, scheduling, earned value analysis, forecasting, and performance reporting across assigned projects.
- Establish and maintain the integrated cost and schedule baseline, manage change control, and protect baseline integrity throughout project execution.
- Implement and manage earned value management system (EVMS) processes in accordance with ANSI/EIA-748 standards and DOE requirements, including support for certification and surveillance activities.
- Oversee CPR/IPMR reporting, variance analyses, and estimate-at-completion forecasts; present performance findings to project and executive leadership.
- Manage and mentor project controls staff, including Control Account Managers, Schedulers, and Project Controls Analysts.
- Coordinate with finance and accounting on revenue recognition, invoicing, cash flow, and Costpoint reporting.
- Lead internal and external audits related to project controls, cost management, and EVMS compliance.
Required Qualifications
- Bachelor’s degree in Engineering, Finance, Business, or a related field.
- 15 or more years of project controls experience in EPC or heavy industrial construction, including at least five years in a leadership role.
- Deep expertise in earned value management, cost engineering, and scheduling.
- Strong experience with Primavera P6 and project controls or EVMS tools such as Cobra, EcoSys, or similar software.
- Experience with federal contracting and DOE program requirements.
Preferred Qualifications
- Experience with ANSI/EIA-748 EVMS certification processes.
- Experience with Deltek Costpoint integration and reporting.
- Experience implementing Oracle Primavera Unifier.
- PMP, EVP, CCE/A, or PSP certification.
Additional Information
- Location: Vancouver, WA
- Classification: Exempt
- Travel: Approximately 30%, including overnight travel
- Supervisory responsibilities: Directly manages Control Account Managers, Schedulers, and Project Controls Analysts; typically oversees a team of 3–8.
