Vector Talent Solutions is a veteran-owned workforce solutions firm dedicated to helping organizations identify, attract, and hire top talent. We are currently seeking a Senior Project Controls Specialist for a client supporting federal programs. This is a remote position.
The Senior Project Controls Specialist will own Primavera P6 schedule development across assigned programs, from baseline creation and logic validation through status updates and forecasting. The role also supports integrated cost and schedule analysis, Deltek Cobra EVMS reporting, and audit-ready project execution.
Key Responsibilities
- Develop and maintain integrated master schedules in Primavera P6, including resource and cost loading, critical path analysis, baseline management, and forecast updates.
- Assess schedule health using DCMA 14-Point metrics; analyze schedule and cost trends and escalate risks early.
- Apply scheduling standards and governance requirements across assigned programs.
- Support baseline change requests and integrate approved scope, schedule, and budget changes into project schedules.
- Evaluate the effects of schedule changes on time-phased budgets, ETC/EAC, and earned value performance; perform Deltek Cobra EVMS reporting.
- Align P6 forecasts with Cobra cost forecasts and CPR/IPMR reporting in collaboration with Finance and program leadership.
- Support stage-gate reviews, Authorization to Proceed processes, federal reporting requirements, and audit-ready documentation.
- Contribute to cost and progress reporting, risk tracking, and performance reviews; provide technical guidance to junior project controls professionals.
Required Qualifications
- Bachelor’s degree in Construction Management, Engineering, Business Administration, or a related field; equivalent experience may be considered.
- Five to seven years of progressive scheduling and project controls experience in complex infrastructure, construction, EPC, or federal contracting environments.
- Advanced, hands-on Primavera P6 experience, including schedule development, resource and cost loading, and critical path analysis.
- Cost and EVMS experience, including an understanding of how schedule changes affect time-phased budgets, ETC/EAC, and earned value performance.
- Working knowledge of DCMA 14-Point Schedule Health Assessment metrics.
- Strong analytical, reporting, and communication skills.
Preferred Qualifications
- DoD/DoW or DOE program experience, including agency-specific scheduling and reporting requirements.
- Experience developing Integrated Master Schedules and supporting EVMS surveillance or EIA-748 certification activities.
- Experience in a PMO or enterprise project controls environment.
- Hands-on Deltek Cobra proficiency; Deltek Costpoint familiarity.
- Primavera P6, Deltek Cobra, PMP, PMI-SP, AACE PSP, or AACE CST certification or training.
