Hourly Pay Range (Minimum - Midpoint - Maximum):

$49.700 - $64.130 - $71.820

 

The stated pay scale reflects the range that Sharp reasonably expects to pay for this position.  The actual pay rate and pay grade for this position will be dependent on a variety of factors, including an applicant’s years of experience, unique skills and abilities, education, alignment with similar internal candidates, marketplace factors, other requirements for the position, and employer business practices.

What You Will Do
Environmental Health & Workplace Safety is dedicated to the reduction of risks within the Sharp HealthCare community, and promotes safety as a value with the goal of supporting the mission of Sharp Healthcare by helping staff, patients, and visitors take an active role in protecting their health and the environment.

The Senior Safety Management Specialist is responsible for 24-hour, 7-day a week operations of the Safety Officer function incorporating the regulatory elements of the environment of care (EOC), emergency management (EM) and fire safety (FS) in daily practice and routinely works collaboratively (on both site specific and system-wide initiatives), with leadership, and other functional groups to design, implement, and maintain a environmental health and safety program. This position will report to the Prgm Mgr-Environmental Health/Workplace Safety.

This role implements and maintains a proactive and comprehensive process for identifying and effectively managing physical and behavior-based hazards to people, property, and the environment as well as evaluates effectiveness of the all safety programs including emergency management, safety training, hazard surveillance, exposure monitoring, incident management as well as policy and procedure development.

Essential Functions

• Regulatory Compliance
  Responsible for managing, leading and advising other departments in regulatory compliance including but not limited to standards/regulations/elements of performance as required by The Joint Commission (TJC) EOC, Cal/OSHA Standards, Centers for Medicare and Medicaid Services, California Department of Public Health, California Environmental Protection Agency, California Department of Toxic Substances Control, Department of Transportation (DOT), NFPA, CUPA, and other applicable regulatory agencies.
  Is an active voting member and advises and supports numerous committees to develop and review policies and procedures, including but not limited to: Emergency and Disaster Preparedness Subcommittee, Waste Minimization Subcommittee, Safety Management Subcommittee, Facilities Environmental Subcommittee , System Ergonomics Subcommittee , Injury Illness Prevention Subcommittee , site safety and disaster committees, site Quality Council, San Diego Disaster Coalition, and Emergency Department Disaster Collaborative. Serve as principal liaison to the State, County and City regarding safety, environmental health, and hazardous materials concerns.
  Analyzes the effectiveness of safety programs and develops or improves programs to ensure applicable regulations are met and safe conditions are maintained. Analyzes and reports on existing and proposed federal and state safety requirements related to Industrial hygiene programs, chemical safety, biological safety, general safety, injury and illness prevention, fire and life safety, and emergency management.
  Coordinates the annual Department of Environmental Health (County HazMat) inspections including oversight of compliance of the hazardous materials business plan.
  Develops and implements broad scope of safety programs including the Respiratory Protection Program, Ergonomics Program, Injury Illness Prevention Program, Emergency Preparedness Program, Hazardous Waste and Chemical Safety Program.
  Develops and designs training content related to regulatory compliance and safety education.
  Integral member of the Infection Control Risk Assessment (ICRA) team that ensures the safety of patients, staff, physicians and visitors as it relates to construction. The Senior Safety Management Specialist has the ability to stop all work related to construction if deemed unsafe.
• Conducts Internal Inspections/Response to External Inspections
  Assures inspection findings are accurately documented and submitted timely to appropriate departments for corrective action.
  Communicate serious hazards immediately with appropriate follow-up documentation distributed to leadership.
  Document performance monitoring standards (indicator data) obtained from the inspections and develop action plans to present to the appropriate safety committees.
  Timely reporting of safety findings provided to the Board of Directors and/or Quality Council.
  Ensures timely and accurate documentation to illustrate compliance with various requirements including outside agencies, internal surveys, and routine event tracking/follow up (i.e. fire drill/fire activations, defective equipment events).
• Emergency Management Program Site Facilitation
  
  This position facilitates the overall operation of the hospital’s Emergency Management Program at their site in conjunction with site leadership and the the system Director of Emergency Preparedness.
  Coordinate the development and maintenance of the facility Emergency Operations Plan.
  Actively participates in San Diego County Healthcare Disaster Coalition in conjunction with site leadership.
  Coordinate the design of and the implementation of disaster planning exercises and Code Triage activations including all documentation, after action reporting (AAR) and subsequent follow-up in conjunction with site leadership.
  Coordinates the development and report of the ARR to site Safety/Disaster Committees, system Emergency Disaster Preparedness Subcommittee (EDPS) and the County as required in conjunction with site leadership.
  Reviews the site specific of annual hazard vulnerability analysis in conjunction with site leadership and reports site Safety/Disaster Committee, and to EDPS and County as required.
  Maintains disaster supplies and equipment inventories.
  Coordinates completion of deliverables and the purchase of supplies/equipment for Hospital Preparedness Program (HPP) grant funding.
  Develops and/or implements emergency preparedness related trainings in conjunction with site leadership and the system Director of Emergency Preparedness.
• Daily Operations
  Serves as the assigned site organization’s Safety Officer and a member of the Leadership Team.
  Directs the comprehensive safety program at assigned site. Manages the overall operation of environmental health and safety programs, including ensuring regulatory compliance and overall program management.
  Creates, develops and implements strategies and programs to meet changing regulatory demands and ensures protection and consideration of the public interest. Provides broad-spectrum technical expertise and knowledge to balance regulatory requirements with staff, patient, and visitor needs and requirements.
  Responsible for development, implementation and management of policies, procedures, practices, and programs that enhance the environmental health and safety of the campus. Programs include injury and accident prevention, emergency management, environmental compliance, environmental health, fire and life safety, ergonomics, laboratory safety, safety engineering and physical hazard control, and safety education and training.
  Provides subject matter expert support to operations, including conducting air quality evaluations and incident investigations and follow-up. Acts as the site’s primary interface with external agencies, consultants, vendors, and customers. Keeps abreast of pending regulatory developments. Represents assigned site by responding to identified safety-related issues or hazards and taking corrective action, implementing controls or making recommendations based on the severity of the situation. Safety issues are reported, evaluated and tracked through the appropriate safety committee(s).
  Acts as a team leader for projects or work groups, creating a collaborative and respectful team environment and improving workflows. Results may impact the operations of one or more departments. Ability to lead operational initiatives to meet or exceed customer service standards and expectations in assigned unit(s) and/or across multiple areas in a timely and respectful manner.
  Maintains active relationships with leadership by continuously soliciting feedback and responding appropriately. Consistent, timely response to requests for assistance are honored and appropriate actions are taken or recommended.
  Collect, evaluate and report performance monitoring standards (indicator data) to identify performance improvement opportunities.
  Demonstrates effective leadership by organizing, planning and facilitating employee safety committees. Incorporates concepts of the high reliability organization and lean six sigma in job responsibilities.
  Intervenes when conditions exist that pose an immediate threat to life, health or pose a threat or damage to equipment or buildings.
  Coordinates and/or conducts the monitoring (including lighting, noise, air quality, chemicals and nitrous oxide).
  Investigates Worker Identified Safety Hazards (WISH) report and environmental complaints.
  Reviews incidents of defective medical equipment and coordinates the sequestration (chain of custody) of potentially defective medical devices and assists the Patient Safety Officer or Regulatory Affairs as needed.
  Provide Safety Officer coverage at other sites when necessary; to the extent appropriate this role will become familiar with the Sr. Safety Management Specialist responsibilities at each site.
• Develop and Monitor
  Manages development of documents related to the EOC, FS, EM, Cal/OSHA regulations, that illustrates the internal processes (policy/procedure/plan) for the provision of a safe work environment is maintained on a continuous basis.
  Assists other Safety Officers in the development, improvement and review of programs, plans, policies and procedures pertaining to the assigned responsibility.
• Ergonomics and Safety
  Coordinates, conducts and documents ergonomic evaluations to reduce employee injuries.
  Develops and implements safety policy and training programs. Identifies and evaluates occupational injury and illness trends at assigned site, and acts as a resource to managers with implementing safety improvement processes (i.e. developing and monitoring action plans to reduce risk factors associated with work-related injuries).
  Manages StaySafe behavior based safety program to reduced behaviors that lead to employee injury.
  Researches current trends in ergonomics program and determines appropriateness of implementing changes.
• Record Maintenance and Analysis
  Prepares and maintains documentation to illustrate compliance with various requirements including outside agencies, internal surveys, and routine event tracking/follow-up.
  Provides data and analysis regarding the EOC, EM and FS on a periodic basis as required by the Board of Trustees agenda.
  Compiles an entity-specific annual evaluation to assess the effectiveness of the year's activities related to the EOC, EM and FS.
  Determines mechanism for maintaining all documents and findings.
• Sustainability
  Develop, implement and monitor site-specific integrated waste management and resource conservation program including recycling, training, regulatory compliance and policies/procedures/plans.
  Assure compliance with regulations, standards and guidelines related to waste/recycling from TJC and regulatory agencies. Act as subject matter expert and provide guidance to managers related to waste stream issues and compliance.
  Track regulatory/guideline changes and communicates to Leadership and appropriate committees.
  Monitor integrated waste management program to comply with regulations, standards and guidelines.
  Participate in site specific and/or system waste minimization committee.
  Assist with coordination and maintenance of waste minimization activities at site(s).
  Coordinate green events (i.e. Earth Day and America Recycles Day) at assigned site.
• Training and education
  Conduct reviews and updates of the new employee, annual employee safety education, and annual physician education materials on a continual basis.
  Oversees, creates and/or conducts annual safety trainings including, safety CBLs, evacuation training, respiratory protection training, fire response training, emergency management training, etc.
  Communicates the training compliance status to leadership to assure participation in education and training programs.
  Provides education regarding management plans and employee responsibilities related to each plan.
  Develops, implements and provides training of all regulatory requirements such as the EOC, EM, FS, DOT, hazardous materials and waste.
  Coordinate/assist with fairs and communication expos.
