Job Title: Site Safety Health Officer (SSHO)

Job Description

This role is for an experienced Site Safety Health Officer (SSHO) who will initially provide short‑term, on‑site coverage for a renovation project at a federal facility, with the strong likelihood of ongoing travel assignments within the DMV, New York, and other regions. The SSHO will act as the primary safety authority on site, ensuring strict adherence to contract safety requirements, accident prevention plans, and federal construction safety standards. The position suits a construction safety professional who is passionate about protecting workers, communicates clearly in both verbal and written forms, uses technology effectively, and works independently with minimal supervision.

Responsibilities

• Serve as the sole point of contact on site for all matters related to safety and health.
• Continually enforce and implement all safety requirements outlined in the contract, including the project's accident prevention plan.
• Coordinate closely with the facility management team on required safety training, daily safety inspections, incident reporting, and other environmental, health, and safety (EHS) activities as directed.
• Conduct regular safety observations and inspections to identify hazards, verify compliance with EM 385 and OSHA standards, and support safe work practices on all construction activities.
• Complete regular, standardized reports that clearly summarize project safety status, trends, incidents, and corrective actions, and present these reports to management.
• Maintain comprehensive safety logs, including filing and tracking all site safety reports, injuries, illnesses, near misses, and corrective actions.
• Assist with external agency interactions, including supporting OSHA inspectors and managing OSHA logs, ensuring accurate documentation and timely responses.
• Oversee and support implementation of USACE and NAVFAC safety and quality requirements on federal construction projects.
• Collaborate with construction management, superintendents, and quality control personnel to integrate safety requirements into daily planning and execution.
• Support and reinforce quality assurance and quality control processes (including CQM and CQCM practices) as they relate to safe construction operations.
• Participate in project meetings to provide safety input on work planning, interior construction and fit‑out activities, and schedule coordination.
• Promote a strong safety culture by coaching workers and supervisors, reinforcing safe behaviors, and addressing unsafe conditions or practices immediately.
• Ensure required safety training and certifications remain current and properly documented for self and, as applicable, for site personnel.
• Support incident investigations by gathering facts, documenting findings, and helping identify corrective and preventive actions.

Essential Skills

• At least 5 years of continuous construction safety management experience, with a strong focus on field‑based site safety.
• A minimum of 5 years of SSHO experience working on government construction projects or projects with similar federal requirements.
• Demonstrated experience serving as the primary or sole safety point of contact on active construction sites.
• 30‑hour OSHA Construction card (OSHA 30) in accordance with USACE EM 385‑1‑1 requirements, with applicable refresher or related training completed each year.
• Current First Aid and CPR certification.
• Formal training in USACE EM 385‑1‑1 requirements and their practical application on construction projects.
• Documented safety training completed at least once every year for the past 5 consecutive years.
• Experience with federal construction standards and processes, including USACE and NAVFAC projects.
• Proficiency with Procore or similar construction management software for tracking safety, documentation, and reporting.
• Strong verbal communication skills to effectively interact with workers, supervisors, management, and external agencies.
• Strong written communication skills for clear, accurate safety reports, logs, and documentation.
• Good computer skills, including the ability to prepare standardized reports, maintain digital records, and use safety or project management tools.
• Ability to work in a self‑directed manner, manage time effectively, and prioritize safety tasks in a dynamic construction environment.
• Knowledge of construction management practices, including coordination with superintendents and quality control teams.
• Understanding of interior construction and interior fit‑out activities and the associated safety risks and controls.

Additional Skills & Qualifications

• Experience with EM 385 implementation on active construction sites.
• Experience in federal construction projects, including USACE and NAVFAC work.
• Familiarity with construction quality management (CQM) and Certified Quality Control Manager (CQCM) practices.
• Experience supporting or performing quality assurance and quality control functions alongside safety responsibilities.
• Exposure to interior construction and interior fit‑out projects, particularly in occupied or existing buildings.
• Experience working on renovation projects in secure or sensitive federal facilities.
• Ability to travel for work assignments within the DMV, New York, and other regions as project needs evolve.

Work Environment

The role is based initially at a federal installation where the project involves renovation of an existing building. The SSHO will work primarily on an active construction site, closely interacting with construction management, superintendents, quality control staff, and facility management. The environment includes typical federal construction conditions such as interior fit‑out and renovation activities, with an emphasis on compliance with EM 385, OSHA, USACE, and NAVFAC requirements. The position is a short‑term replacement at the initial site, expected to last approximately 10-12 weeks, with the potential for subsequent travel assignments to additional projects in the DMV, New York, and other locations. Work is performed on site during standard construction hours, with the need to be present for daily activities, inspections, and interactions with field crews and external agencies. Appropriate construction site attire and personal protective equipment (such as hard hats, safety glasses, high‑visibility vests, and protective footwear) is required at all times while in the field.

Pay and Benefits

The pay range for this position is $90000.00 - $105000.00/hr.
