As a Staff Technician, GS-0510-12, you will be responsible for establishing and designing methods and tools to effectively monitor and assist the operation of National Guard Bureau finance and accounting operations at the state level to include General Fund Enterprise Business System (GFEBS). Performs technical and proficient analysis regarding accounting programs, financial systems, and section business processes. Ensures financial statements and reports are prepared in accordance with Generally Accepted Accounting Principles (GAAP) to include applicable regulations to fairly depict the financial conditions and results of operations. Assess and establish internal controls for the United States Property and Fiscal Resource Management division. Responsible for establishing accounting policies, advising on the accuracy of disclosure documents and the financial condition of the organization. Provide advice on the implications of newly promulgated laws or the requirements or statements of oversight agencies such as the OMB or the GAO. Additionally, Staff Accountants review unliquidated obligations, contracts, reimbursable orders, analyzing reports, reviewing, and reconciling subsidiary ledgers, training non-financial personnel on financial responsibilities, assisting fund managers on proper use of funding, and developing internal control corrective action plan statements for the Army National Guard.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open ONLY to ON BOARD USPFO employees excepted permanent/indefinite (T32 and T5) technicians employed by the Florida National Guard.

PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.

FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.

Military Grades: Officer/Warrant Officer/Enlisted: E5 thru O5

NOTE #: Must be Financial Manager Level 1 qualified within 2 years of employment.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience at the GS-11 level or the equivalent which provides knowledge and/or experience analyzing accounting work related to the development and execution of many military and civilian policies and programs. Experience conducting performance accounting reviews and conducting activities related to the detection of fraud, waste, and abuse. Experience researching, analyzing, problem-solving and performing work that follows established accounting methods and procedures.

Education

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces.
