RESPONSIBILITIES:

The incumbent will be responsible for delivering a wide range of fleet planning, business planning, budgeting, administrative, and analytical functions to support the departments within the Maintenance, Support, and Engineering Division. The position focuses on fleet planning and bus retirement activities for approximately 6,000 NYCT and MTA Bus fleet. The incumbent will collaborate with a diverse team of managers and analysts in the Fleet Planning unit to develop, update, and maintain complex analytical reports and documentation that support the efficient allocation of maintenance resources, equipment, and staff.

Key responsibilities include, but are not limited to, the following:

  • Perform advanced research and analytical functions such as extracting, reviewing, organizing and analyzing complex and large datasets. Ability to extract and organize data from various NYCT/MTA Bus databases, such as ELM, Spear, UTS, and related systems.
  • Develop automation of existing processes and analysis to facilitate information and improve the quality and availability of maintenance information.
  • Prepare charts, graphs, analytical reports and presentations utilizing various software applications such as MS Excel, Access, PowerPoint and Tableau that are used for decision making by senior level executives, and other managers.
  • Ability to present technical findings and reports to diverse audiences, from peers to senior executives.
  • Design, prepare, and maintain databases, dashboards and periodic reports for Business Planning and Administration, using various software and business intelligence applications.
  • Design, edit, and run queries from various system databases using tools such as MS Access, DBeaver or other querying software to support department needs.

EDUCATION AND EXPERIENCE:

Associate Staff Analyst

  1. A Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one (1) year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management or in a related area; or

  2. A Baccalaureate degree from an accredited college and three (3) years of satisfactory full-time professional experience in the areas described in 1 above.

  3. An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in "1" above.

  4. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in "1" above.

  5. A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in "1" above.

Staff Analyst I & Staff Analyst II

  1. A master's degree from an accredited college or university in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or urban studies, or a Juris Doctor degree from an accredited law school; or

  2. A baccalaureate degree from an accredited college or university and two years of satisfactory fulltime professional experience in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or

  3. An associate degree or completion of 60 semester credits from an accredited college or university and four years of satisfactory full-time professional experience as described in "2" above; or

  4. A four-year high school diploma or its educational equivalent and six years of satisfactory full-time professional experience as described in "2" above; or

Special Note:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Desired Skills:

  • Knowledge of vehicular maintenance operations and preventative maintenance procedures
  • Experience writing SQL queries.
  • Expert knowledge of Microsoft Excel.
  • Knowledge of other Microsoft Office products
  • Experience designing dashboards using business intelligence software such as Tableau.
  • Strong PC skills
  • Excellent planning, analytical and interpersonal skills
