Staff Attorney2 – Department of Public Health (DPH)Location: 410 Capitol Avenue, Hartford, CT.Work Schedule: Monday – Friday.Work Shift: Full‑time, First Shift.Hours: 40 hours per week, 8:00 am – 4:30 pm.Position HighlightsSupport the Certificate of Need (CON) program regulating health‑care facilities to ensure access to quality, cost‑effective care for Connecticut residents. Responsibilities include reviewing CON applications, conducting legal research, holding public hearings as Hearing Officer, drafting determinations and decisions, overseeing compliance, participating in working groups, interacting with hospital administrators, stakeholders and the public, and advising DPH leadership.Job ResponsibilitiesPerform advanced and complex legal work, including research, interpretation and application of laws, regulations, case law and principles.Act as Hearing Officer or represent agency in formal administrative and public proceedings on cases involving complex legal and technical issues.Negotiate and draft settlement agreements.Draft advisory opinions, rulings, decisions, recommendations, findings, legislation, statutes, regulations, publications, and other legal documents.Assist in trial and appeal preparation and presentation.Consult with Office of the Attorney General on legal issues.Conduct investigations and enforcement proceedings.Prepare reports for administrative and court proceedings.Prepare pleadings and other court papers.Provide legal guidance and policy input.Review court decisions, proposed laws, and regulations for impacts on agency operations.Maintain precedent manuals and review legal documents for sufficiency.Testify at or monitor legislative proceedings, and represent agency in court when authorized.Perform related duties as required.Knowledge, Skills, and AbilitiesExtensive knowledge of Connecticut legal principles, practices, procedures, and relevant state and federal laws and regulations.Proficiency in legal research techniques and the Uniform Administrative Procedures Act.Understanding of rules of evidence, criminal and constitutional law, and legislative process.Strong interpersonal, oral and written communication skills.Ability to apply judicial decisions and analyze complex data to coordinate legal cases.Minimum Qualifications• Two (2) years of experience in the practice of law.• Must be admitted to practice law in the State of Connecticut.Preferred QualificationsCivil litigation or administrative hearing experience.Experience drafting contractual instruments.Experience negotiating complex settlements.Experience managing projects and meeting deadlines within a team.Experience working with health‑care providers and the healthcare community.Special RequirementsIncumbent may be required to travel.Equal Opportunity EmploymentAN AFFIRMATIVE ACTION/EQUAL OPPORTUNITY EMPLOYERThe State of Connecticut is an equal opportunity/affirmative action employer and strongly encourages the applications of women, minorities, and persons with disabilities.#J-18808-Ljbffr
