Required Knowledge, Abilities and Skills essential to Job Functions:

  • Understand and carry out oral and written instructions provided in the English language and be able to successfully pass a background investigation.
  • Conduct studies and research with supervision and demonstrate the ability to communicate results. 
  • Complete assignments with independent thought and action within the scope of specific assignments. 
  • Work cooperatively with other HRT employees/Departments. This position will require the individual to work closely with all levels of management.
  • Excellent writing and organizational skills required. 
  • Communicate orally with customers, co-workers, and the public in face-to-face one-on-one settings, in group settings, or using a telephone.
  • The ability to communicate the goals and objectives of the Internal Audit Department.
  • The ability to work in a transportation and maintenance environment. 
  • This position may require the use of HRT vehicles on HRT business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. 

 

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using Microsoft computer systems and software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Training and/or Education: 

  • Bachelor’s degree in business administration, finance, accounting, statistics, public administration, or related field required, with a minimum of 2 years of progressive experience/ training in an audit or review related environment or;
  • Associate degree in business administration, finance, accounting, statistics, public administration, or related field required, with a minimum of 4 years of progressive experience/ training in an audit or review related environment or;
  • the equivalent combination of education and experience.

 

Required Experience:

Two to Four years of progressive experience in an audit or review related environment; contingent on level of education.

 

Licenses or Certificates:

Possess a valid Driver's License.  Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).

The Staff Auditor will provide technical support to the Director of Internal Audit protecting assets by planning and completing internal audits, identifying inadequate, inefficient, or ineffective internal controls, and recommending improvements. The Staff Auditor reports to the Director of Internal Audit and will provide factual data and documentation for internal audit reports.

Essential Job Functions:

  • Assist in the planning of internal audits by understanding organization objectives, structure, policies, processes, internal controls, and external regulations; identifying risk areas; preparing audit scope and objectives; preparing audit programs.
  • Assesses compliance by executing audit program steps; examining and analyzing records, reports, operating practices, and documentation.
  • Assists with collecting pertinent information through interviews and analytical inspection of documents.
  • Assess risks and internal controls by identifying areas of non-compliance; evaluating processes; identifying process weaknesses and inefficiencies and operational issues.
  • Assists with all PTASP and SSPP internal audits for all departments that fall under Light Rail modes in coordination with the DRPT.
  • Assists with periodic rail and bus safety inspections and performance efficiency checks at HRT when applicable.
  • Participates in all safety committee meetings for Bus and Rail.
  • Verifies assets and liabilities by comparing and analyzing items to documentation.
  • Completes audit work papers and memoranda by documenting audit tests and findings.
  • Communicates audit progress and findings by providing information to the Internal Auditor; highlighting unresolved issues; reviewing working papers; preparing final audit reports.
  • Improves protection by recommending changes in management monitoring, assessment, and motivational practices, in the internal control structure, and in operating processes; identifying root causes.
  • Supports external auditors by coordinating information requirements.
  • Provides financial control information by collecting, analyzing, and summarizing data and trends.
  • Protects organization's reputation by keeping information confidential.
  • Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
  • Contributes to team results by welcoming new and different work requirements; exploring new opportunities to add value to the organization; helping others accomplish related job results as and where needed.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
  • Assists with providing support to the Records Management Department with the annual internal controls documentation review process.
