Staff Project Controls Specialist
Location: Phoenix, AZ
Job Type: Contract-to-Hire

We are seeking a Staff Project Controls Specialist to join our client's growing team in Phoenix, Arizona. This is an excellent contract-to-hire opportunity for a project controls professional with experience supporting engineering and construction projects. In this role, you will work closely with project managers and project teams to ensure projects are executed on schedule and within budget through effective planning, scheduling, forecasting, cost control, and reporting.

The ideal candidate has experience with project scheduling, cost management, and project controls systems, along with strong analytical and communication skills. Experience supporting utility, transmission & distribution (T&D), industrial, or EPC projects is highly desirable.

Key Responsibilities

  • Lead project controls processes to support successful project execution within budget and schedule.
  • Set up and maintain projects within Enterprise Planning & Controls software.
  • Analyze project data, review logs, and generate project reports.
  • Develop and maintain Work Breakdown Structures (WBS).
  • Create and maintain project schedules, cost reports, cash flow forecasts, and progress reports for multiple projects.
  • Support engineering, procurement, construction planning, logistics, scheduling, and cost control activities.
  • Serve as a technical resource for project controls questions from project teams.
  • Review and approve purchase orders and subcontract coding for accuracy.
  • Maintain project forecasts and document cost and schedule changes.
  • Partner with Project Management and Accounting to review project costs, contingencies, and support audits.
  • Review prime contract, subcontract, and purchase order change orders.
  • Develop and present project cash flow reports.
  • Create and maintain multiple levels of project schedules using scheduling best practices.
  • Develop, review, and maintain schedule logic and critical path activities.
  • Monitor schedule resource loading and project progress.
  • Support Interactive Project Planning Meetings (IPPM).
  • Prepare schedule updates, reports, and executive-level project status reporting.
  • Review scheduling documentation for completeness and accuracy.
  • Consult with project teams regarding schedule performance and recovery strategies.
  • Analyze schedule performance using Critical Path Method (CPM) techniques.
  • Perform schedule what-if analyses and forecasting.
  • Develop and maintain Earned Value Management (EVM) reporting.
  • Validate project progress measurements and maintain progress curves.
  • Perform material takeoffs as required.
  • Conduct quality reviews of project controls deliverables.
  • Perform field audits to validate reporting accuracy and project controls processes.
  • Assist with project forensic schedule and cost analysis when needed.
  • Maintain compliance with company policies, procedures, and safety standards.
  • Perform additional duties as assigned.

Qualifications

  • Bachelor's degree in Engineering, Construction Management, or a related discipline preferred.
    • Equivalent relevant project controls experience may be substituted for the degree requirement.
  • Minimum 3 years of direct Project Controls experience supporting engineering or construction projects.
  • Experience with Oracle Primavera P6 is preferred.
  • Experience with scheduling, cost management, forecasting, and project reporting.
  • Strong understanding of project scheduling methodologies, cost control, forecasting, and earned value management.
  • Excellent analytical, organizational, and problem-solving skills.
  • Strong written and verbal communication skills.
  • Excellent interpersonal and collaboration skills.
  • Proficiency with Microsoft Office Suite, including Excel.
  • OSHA 10-Hour Certification, or the ability to obtain it.
  • Ability to travel up to 25% to project and job sites.

Preferred Qualifications

  • Experience with Procore Cost Management and EcoSys.
  • Field construction experience.
  • Transmission & Distribution (T&D) project experience.
  • EPC project experience.
  • Experience supporting both project scheduling and project cost management.
  • Familiarity with project forensic analysis and claims support.
