Psychologists are Licensed Independent Providers who engage in professional and scientific work which relates to behavior, capacities, personality, interests, emotions and mental disorders.
This is the full performance level for staff psychologists. At this level, psychologists are licensed to practice independently in the provision of psychological services, consulting with peers and supervisors as appropriate. They may be assigned to any VHA program and setting, such as inpatient or outpatient medicine, primary care, surgery, mental health, neurology, rehabilitation medicine, geriatrics, Compensation and Pension, Vet Centers, and the VHA National Center for Organization Development. Psychologists diagnose mental disorders, conduct psychological or neuropsychological assessments, treat mental disorders through a variety of modalities, and provide adjunctive interventions for treatment of medical disorders. Among the modalities provided are individual, family, and group psychotherapies and other interventions such as behavioral health and community interventions. Psychologists consult with medical center staff on a wide variety of patient care issues. Staff psychologists may be involved in program evaluation, teaching, training, and research activities.
Functions or Scope of Assigned Duties:
A. Clinical Responsibilities (80% of time)
Designs and implements effective treatment strategies.
Incorporates new clinical procedures when appropriate.
Provides professional advice and consultation in areas related to professional psychology and behavioral health.
Participates in evaluation of peers as part of the FPPE and OPPE review process.
Is responsible for timely completion of all clinical charting and documentation required by the Medical Center or healthcare system, as appropriate.
B. Other Responsibilities (20% of time)
May provide regular supervision to trainees and unlicensed staff if approved by their supervisor, service chief and (for trainees) the Psychology Training Director or Associate Training Director.
May participate in the psychology training program, psychology diversity committee, or other special interest committee or work group.
May participate, as requested, in administrative investigations boards.
May serve as a consultant to other medical center staff and trainees and assist in their formulation of the psychological characteristics and appropriate treatment expectations regarding their patients.
May conduct research activities, such as designing and implementing clinical research projects (staff psychologists with specified research job duties).
May perform basic research tasks of scholarship and research execution within the context of an established research team, including research participant relations, research documentation, data acquisition, maintenance, and collaboration.
May serves as the subject matter expert in evidence-based practices.
May participate in continuous performance-improvement efforts, PDCA and system redesign committees.
May serve on Medical Center or Healthcare System, VISN, and/or National VA committees or task forces as assigned.
May represent Psychology on decision-making committees at the Medical Center, Healthcare System as assigned.
May represent the program, medical center, or healthcare system in the community as assigned.
May present outcome data and research results at VA and regional or national scientific professional meetings with appropriate approval.
May assist in preparation of RFPs and grant proposals, as assigned.
May participate in clinical or leadership training.
May engage in other activities if approved by supervisor and service chief.

Basic Requirements:

English Language Proficiency: Psychologists must be proficient in spoken and written English in accordance with VA policy. No person will be appointed to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.

Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia.
Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates. While we no longer require essay-style responses to our Knowledge, Skills, and Abilities, (KSAs), you must be able to demonstrate that you possess the (below) competencies which are necessary to perform the work of the position. Please ensure your resume/CV/application contains sufficient information to support the level of experience/education/training or we cannot award credit. If selected, you will be required to provide narrative responses at that time.
Staff Psychologist GS-13 (Full Performance Level)
Experience: At least two (2) years of experience as a professional psychologist, with at least one (1) year equivalent to the GS-12 grade level. Must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia.
Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAS:

The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13.
Physical Requirements: The work requires patience and emotional regulation. The work may require using appropriate techniques to physically restrain patients who present a danger to self or others. The work may also require assisting physically disabled Veterans. Day-to-day work involves sitting, walking, standing and carrying light objects. Some of the work is performed in a setting away from the office, where the environment cannot be controlled.
Education
Basic education requirements for all grade levels - must have ONE of the following:
1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed.
OR
2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed.OR3) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.
The applicant must provide an official transcript and/or certificate with application documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship.Psychologists who have successfully completed a re-specialization program as described above and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the educational requirements of these qualification standards.

NF/SGVHS is a Level 1A major interdisciplinary teaching facility that contains two hospitals with service lines serving medical, surgical, and neurological inpatients and outpatients, with a Level II Emergency Department in Gainesville and a Level III Emergency Department in Lake City, and multiple community based outpatient clinics (CBOC). There is a large outpatient psychiatric population, with admissions for medical co-morbidities. Home-Based Primary Care is provided in the veterans home. Executes position responsibilities that demonstrates leadership, experience, and creative approaches to management of complex patient care.
