Contract Details

  • Position Type: Contract (Contract to Hire)
  • Contract Duration: 12 months
  • Pay Rate: $44.00 $49.00 / Hour (USD)
  • Shift / Schedule: Days (First Shift); on-site at least 4 days per week; potential 9/80 flex schedule

Job Summary

The Staff Purchaser manages a multi-million dollar annual procurement portfolio, securing highly engineered equipment and consumable materials essential for the distribution grid. This role oversees the balance of material availability with working capital constraints by optimizing reorder points and safety stock levels. A key focus is providing materials-related oversight to a Third-Party Logistics (3PL) provider and field subcontractors to guarantee seamless supply chain execution for field operations.

Key Responsibilities

Strategic Procurement

  • Direct the end-to-end sourcing, bidding, and purchasing of highly engineered utility equipment and high-turn consumable stock items.
  • Issue purchase order releases for existing contracts.
  • Procure materials aligned with client-approved vendors and specifications.
  • Purchase high-volume, short-lead materials based on engineering forecasts.

Key Materials

  • Steel, concrete, and wood poles.
  • Transformers and reclosers.
  • Materials required for building distribution lines and substations.

Inventory Control

  • Monitor, analyze, and update material reorder points and safety stock levels to prevent field stockouts while preventing over-inventory.
  • Manage inventory levels for stock items.
  • Analyze historical data and align with 3 4 year demand forecasts (will work closely with engineering on this).
  • Coordinate closely with engineering on projected demand.
  • Balance inventory levels with changing lead times.

3PL Coordination

  • Provide strict operational and material oversight to the company's Third-Party Logistics provider to ensure accurate warehousing, receiving, and material tracking.

Subcontractor Management

  • Act as the primary supply chain point of contact for active field subcontractors, ensuring materials are staged, allocated, and delivered to meet project timelines.
  • Manage project-specific materials across approximately 12 contractors.
  • Direct and coordinate 12 contractors.
  • Must be able to understand and communicate effectively within contract-driven environments.

Financial Stewardship

  • Manage an estimated multi-million dollar annual spend, driving cost-avoidance initiatives and favorable commercial terms.

Performance Tracking

  • Establish and monitor supply chain KPIs across logistics providers and field contractors to ensure accountability and contract compliance.
  • Monitor and react to changes in supplier lead times.

Program and Client Engagement

  • Represent the program to the client.
  • Provide program updates.
  • Act as a liaison between client, suppliers, and field teams.
  • Manage relationships with multiple suppliers.

Required Experience

  • 5 years of progressive procurement experience, ideally specializing in utility infrastructure, heavy industrial equipment, or grid distribution components.
  • Proven background in managing inventory levels, lead-time calculations, and safety stock parameters within a large-scale asset matrix.
  • Demonstrated experience managing or auditing 3PL providers and multiple construction subcontractors simultaneously.
  • Strong purchasing or procurement experience required.
  • Experience managing multiple contractors or stakeholders.
  • Inventory planning and long-term forecasting capability.
  • High-volume purchasing tied to forecasted demand.
  • Backgrounds may include purchasing agent, contracts agent, supply chain, or project management.

Nice-to-Have Experience

  • Utility experience preferred but not required if candidates have relevant transferable experience.
  • Foundational knowledge of FERC, NERC, and state utility commission regulations governing grid materials and asset management.
  • Functional proficiency using IBM Maximo Asset Management or a similar utility-grade ERP for inventory control and purchase order processing.
  • IBM Maximo experience is a plus but not required; systems can be taught and is not a primary screening factor.

  • Highly analytical with demonstrated capability in forecasting and inventory planning.
  • Highly organized with ability to manage multiple priorities.
  • Strong communication skills across contractors, suppliers, and client stakeholders.
  • Strong client-facing communication skills.
  • Ability to operate in a structured, regulated environment.

Preferred Skills

  • Professional certifications such as Certified Professional in Supply Management (CPSM) or Certified Supply Chain Professional (CSCP).

Education Requirements

  • Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related operational field.

Work Environment / Physical Requirements

  • On-site at least 4 days per week at the Fairburn, GA project site.
  • Potential 9/80 flex schedule.
  • Federal drug testing required.
