Stakeholder Relationship Manager
3 Year Contract

Client is is seeking a Stakeholder Relationship Manager to support a large government contractor on a long-term federal healthcare technology program. This role will support a Health-related initiative focused on improving how healthcare data, medical readiness data, electronic health records, provider workflows, clinical decision support, and readiness reporting are connected across the armed services.
The program supports a federal health IT initiative tied to medical readiness and armed forces healthcare data. The selected candidate is expected to support the program for approximately three years.

Key Responsibilities

  • Develop and maintain stakeholder engagement strategies, plans, registers, and relationship maps.
  • Support creation and maintenance of the stakeholder register, RACI matrix, stakeholder engagement plan, user research and feedback plan, and stakeholder feedback log.
  • Coordinate engagement with government program leadership, SMEs, technical teams, data services, cybersecurity, testing, training, communications, and other affected stakeholders.
  • Support communications planning for the prototype rollout, including messaging, timing, audience segmentation, feedback loops, and approval coordination.
  • Draft and coordinate communications materials, briefing content, stakeholder updates, meeting materials, talking points, newsletters, FAQs, and rollout messaging.
  • Support creation of executive briefing packages and program communications materials.
  • Coordinate user research activities, stakeholder interviews, feedback sessions, demos, sprint reviews, and input-gathering mechanisms.
  • Track stakeholder concerns, decisions, feedback, risks, resistance points, adoption barriers, and follow-up actions.
  • Ensure communication and marketing products are aligned with and approved by government communications and stakeholder management authorities before distribution.
  • Work closely with the Business Analyst to ensure stakeholder feedback is translated into requirements, user stories, acceptance criteria, or decision items when appropriate.
  • Partner with the Project Control Analyst to track stakeholder actions, meeting outcomes, and decision follow-up.
  • Support program branding, change communications, and adoption-related messaging as needed.

Required Qualifications

  • Bachelor s degree in Communications, Marketing, Public Relations, Business, Public Administration, Organizational Change, Healthcare Administration, Information Systems, or a related field.
  • 4+ years of stakeholder engagement, communications, change management, client relationship management, program communications, or government program support experience.
  • Experience developing stakeholder engagement plans, communications plans, briefing materials, talking points, FAQs, feedback logs, or adoption communications.
  • Strong writing, editing, facilitation, and presentation skills.
  • Ability to manage sensitive stakeholder relationships in a complex, multi-party environment.
  • Ability to translate technical or programmatic information into clear, audience-appropriate communication.
  • Strong organization and follow-up skills.
  • Experience coordinating approvals for formal communications, briefing materials, or external-facing program content.

Preferred Qualifications

  • Experience supporting federal or government contractor programs.
  • Experience with change management, user adoption, communications strategy, stakeholder mapping, or human-centered design.
  • Familiarity with Agile delivery, sprint demos, user feedback loops, prototype rollout, or digital product implementation.
  • Experience supporting executive briefings, government communications approval processes, or formal stakeholder governance.
  • Familiarity with healthcare data, electronic health records, clinical workflow, readiness reporting, or operational medicine.
  • Experience with SharePoint, Confluence, JIRA, PowerPoint, Teams, or other collaboration and communications platforms.

Success Profile

The successful candidate will be polished, organized, politically aware, and able to build trust across government, contractor, technical, and end-user groups. This person must be able to listen carefully, communicate clearly, surface concerns early, and help the program avoid stakeholder confusion, resistance, or misalignment.
