Position Summary:
St. Louis Public Schools is seeking a State and Federal Programs Coordinator to serve under the Network Superintendent in the Office of the Chief of Schools. The State and Federal Programs Coordinator is responsible for coordinating and monitoring state and federal program compliance across the district and ensuring adherence to local, state, and federal requirements, including ESSA, DESE, Title Programs, grants, monitoring processes, reporting, and accountability measures.
This position collaborates with district departments, school leaders, and external agencies to support compliance efforts, oversee required submissions and documentation, provide technical assistance and training, and ensure the effective implementation and monitoring of state and federally funded programs.
Essential Functions:
- Manages and oversees districtwide compliance systems and processes to ensure adherence to all local, state, and federal timelines, policies, procedures, and mandates.
- Collects, analyzes, and monitors compliance data, evidence sources, timelines, and documentation to proactively identify needs, areas of risk, and required corrective actions.
- Leads and facilitates ongoing planning, implementation, monitoring, and continuous improvement efforts related to state and federal program compliance.
- Serves as a district liaison and primary contact with DESE, ESSA, local agencies, non-public schools, and internal departments regarding compliance requirements, submissions, monitoring, and reporting.
- Responds to district, school, state, and community inquiries regarding local, state, and federal compliance requirements, timelines, and procedures.
- Collaborates closely with district departments, school leaders, state and federally funded staff, and external agencies to coordinate compliance processes and ensure regulatory requirements are met with fidelity.
- Provides overall planning, coordination, and oversight of compliance calendars, monitoring systems, submission processes, and required evidence collection.
- Assists in the production, development, review, and submission of required local, state, and federal reports, applications, corrective action plans, and monitoring documentation.
- Develops, implements, and monitors internal systems and procedures to ensure accuracy, organization, accessibility, and timely submission of all compliance-related documentation and evidence sources.
- Leads and participates in district, state, and federal compliance meetings, trainings, technical assistance sessions, audits, and monitoring reviews.
- Coordinates and oversees ongoing self-monitoring and internal audit processes to ensure compliance with DESE, ESSA, and other regulatory requirements.
- Monitors and supports the resolution of audit findings, corrective action plans, and monitoring recommendations related to state and federal programs.
- Oversees the collection, monitoring, and verification of time-and-effort documentation and other fiscal compliance requirements to ensure adherence to federal and state guidelines.
- Develops and disseminates compliance guidance documents, resource tools, manuals, templates, and training materials to support district and school staff.
- Supports the creation, maintenance, posting, and updating of required compliance documents and public notices on the district website.
- Coordinates and manages the non-public verification process and related documentation requirements.
- Provides technical assistance, training, and ongoing support to district and school staff regarding compliance requirements, implementation expectations, and monitoring procedures.
- Maintains organized electronic filing systems and records management processes to ensure all documentation is accurate, complete, and readily accessible for monitoring and audit purposes.
- Engages in ongoing professional learning to remain current on evolving local, state, and federal laws, regulations, guidance, and compliance expectations.
Knowledge, Skills, and Abilities:
- Knowledge of local, state and federal programs including, but not limited to, board policies and Titles I, II, and III
- Ability to work collaboratively with others

Experience:
- Experience working with state and federally funded programs
- Experience in managing multiple tasks
- Working in an office with clerical/secretarial responsibilities
Education:
- Bachelor's Degree (required)
- 5 years job related experience (required)
- Master's Degree (preferred)
Physical Requirements:
- Must be physically able to operate a motor vehicle
- Must be able to exert up to 10 pounds of force occasionally, and/or a negligible amount of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body
- Light work usually requires walking or standing to a significant degree
Working Conditions and Environment:
